Commissioner Lichter suggested adding the following <br />after the third sentence in this chapter: "In the event that it is unreasonable <br />or timely to obtain Council approval for funding an emergency or unforeseen <br />expenditure, which is necessary for routine operation of the City, the City <br />Administrator is authorized to spend up to $500 to remedy the situation." <br /> <br />Chairman Heitman and Commissioner Data stated that they can't believe the <br />City budget is so detailed that it does not allow for small expenditures; <br />they can understand large expenditures, like a furnace for instance, needing <br />to be addressed. <br /> <br />Commissioner Greenberg stated that specifying a dollar figure in the charter <br />is getting to detailed and the Commission has been advised not to do so. <br />Another point Commissioner Greenberg made was that 10 years from now $500 <br />won't mean much. <br /> <br />commissioner Gamec stated that inter transfer of funds is currently done by <br />resolution and the auditor cross checks the resolution with the budget to <br />make sure that it was done. <br /> <br />Commissioner Lichter suggested an alternative to specifying a dollar figure <br />in the charter: that the City Administrator be authorized to spend up to an <br />amount specified by Council in their purchasing policy which has been adopted <br />by ordinance. <br /> <br />The following sentence is added after the third sentence in Chapter 7.07: <br />"In the event it is unreasonable or timely to obtain Council approval for <br />funding an emergency or unforeseen expenditure which is necessary for routine <br />operation of the City, the City Administrator is authorized to spend up to an <br />amount designated by Council in a Purchasing Policy which shall be adopted by <br />ordinance." <br /> <br />Commission consensus is that Chapter 7.07 shall included the title only: <br />Enforcement Of The Budget. Chapter 7.07.01 shall include the first 3 <br />sentences of Chapter 7.07, Revision 2 plus Commissioner Lichters above <br />recommendation. Chapter 7.07.02 shall include the balance of Chapter 7.07, <br />Revision 2, beginning with the words: "Any obligation incurred ....
