I <br />I <br /> <br />Mr, Schnelle replied that some major decisions will be made by this study: <br /> <br /> 1. Whether or not the airport will be City owned, <br /> <br /> 2, Is the airport eligible for State or Federal funding, <br /> <br /> 3. Economic impact. <br /> <br />Mayor Gamec stated that this study should finalize a decision with regards to <br />an airport. <br /> <br />I <br />I <br />I <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to adopt <br />Ordinance #83-10, Chapter 10.11 entitled the Ramsey Airport Commission Chapter <br />of the City Code of Ramsey, Minnesota. (Please refer to ordinance file for <br />Ordinance #83-10). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Rei. mann <br />and Schlueter. Voting No: None. Abstain: Councilmember Van Wagner, <br /> <br />Case #12: Upgradi.p~ Of ~a~nesium Street NW: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />City Attorney Goodrich stated that there are two issues for Council to consider: <br />(1) Mr. Bob Hoffman is requesting that Magnesium be extended through his <br />property to 142nd; (2) In November 1982, Council advised Staff to obtain <br />easements in order to upgrade Magnesium and City would accept Magnesium. We <br />now have approval from all of the landowners for that upgrading to occur. <br />City Engineer and Attorney are negotiating with Norm Holm for overlay or a <br />bond for same, so the City can accept the road. We would like it upgraded <br />before Winter so snowplowing can be provided. <br /> <br />Mr. Bob Hoffman was present and stated that with a contribution on his part, <br />he would be willing to have Magnesium constructed to 142nd. <br /> <br />Mr. Berg stated that Planning and Zoning feels that extending Magnesium to <br />142nd constitutes a property subdivision and should be platted. <br /> <br />Mr. Raatikka stated that Norm Holm is willing to paY for upgrading up to the <br />Hoffman property. <br /> <br />Mr. Hoffman stated that upgrading the proposed extension of Magnesium is <br />something that has to be worked out with Norm Holm. <br /> <br />Mr. Goodrich stated that the question before Council is if the street is <br />properly constructed to City standards and is offered to the City, will the <br />City accept it? Council is interested in Norm Holm and Mr. Hoffman making <br />some arrangements regarding the upgrading and presenting those arrangements <br />to Council. <br /> <br />Mr. Hoffman stated that he would prefer not to blacktop considering the <br />possibility of sewer and water coming to that area. <br /> <br />Councilmember Reimann stated that the City requires blacktop unless some <br />type of escrow for blacktopping could be arranged. <br /> <br />It was brought out during discussions, that some parcels in this area are <br />landlocked and the possibility of the Magnesium extension accessing these <br />parcels should be explored. <br /> <br />C/September 27, 1983 <br /> Page 15 of 25 <br /> <br /> <br />
