Summary Of Council And Other City Commission Meetings - Commissioner Lichter - Commissioner Lichter was not present at this time~ 2. Charter Punchlist Review - Commissioner Sieber - Commissioner Data suggested that it might be advantageous to have someone, other than a Charter Commission member, make a presentation at the Public Hearing regarding Ramsey's Proposed Charter. Commissioner Sieber suggested that this type of presentation would be more proper at one of the follow-up public hearings. Commission consensus is to add Commissioner Data's suggested to the Charter Punchlist. Commissioner Sieber stated that he attended a meeting of the Airport Commission and noted that if the City purchases the airport, it could be operated somewhat as a franchise. Commissioner Sieber stated that this Commission should review the section of the charter dealing with franchises because it could apply to Ramsey in the future. Comission consensus is to add reviewing of that portion of the charter dealing with franchises to the Punchlist. Chairman Heitman stated that he has heard that most of the people serving on Ramsey commissions are not residents of the City. Chairman Heitman stated that if what he heard is an accurate statement, he feels it is wrong for people from outsilde the City to dictate how Ramsey citizens will live.
