! <br /> i <br /> I <br /> I <br /> <br />CHARTER COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Charter Commission held a public hearing on Wednesday, September <br />2~ 1983 at the Ramsey Elementary School, 15000 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Members Present: <br /> <br />Mr. Gary Heitman, Chairman <br />Mr. Dick Sieber <br />Ms. Brenda Bauerkemper <br />Mr. Curt Titterud <br />Mr. Stan Data <br />Mr. Tom Greenberg <br />Mr. John Lichter <br />Mr. Tom Gamec <br /> <br />Members Absent: Mr. Roger Buchanan <br /> <br />CALL TO ORDER <br /> <br />Chairman Heitman called the public hearing to order at 7:38 p.m. <br /> <br />INTRODUCTION <br /> <br />See Attachment I. <br /> <br />PRESENTATION OF CHARTER SUMMARY <br /> <br />See Attachment II. <br /> <br />DISCUSSION <br /> <br />Audience question - Has any thought been given to a ward system? <br /> <br />Commissioner Lichter - That has been considered in some length and final <br />decision as which way to go has not been made. An option we are considering <br />is a mayor and one councilperson elected at large and 3 councilpersons by <br />precinct. <br /> <br />Audience comment - Ramsey is set up well for transferring to a precinct <br />system and am in favor of it. <br /> <br />Audience comment - Ramsey is a wide ranging City and there is a tendency to <br />have a heavier influx of people in one area that could out vote the people <br />of another area. <br /> <br />Audience comment - Am in favor of leaving the system as is - totally at large. <br />It is important that whoever serves on Council be knowledgeable to all City <br />affairs rather than one specific area. Councilpersons should be accountable <br />to know we have an entire community to consider when making decisions. Also, <br />many of the items the Charter addresses are identical to what we already have <br />in Ramsey.
