Audience Comment - In the City of Ramsey (currently statutory) it is possible <br />to get rid of the police department and utilize the County Sheriff's department. <br />I prefer city police over county sheriff and as a resident I would like to see <br />Mr. Dorn's recommendation included in the charter to protect our police <br />department -- list the departments to be created. <br /> <br />Commissioner Lichter - Not in favor of listing departments to be created, <br />it would require a referendum to abolish that department that is no longer <br />necessary. <br /> <br />Commissioner Si~ber - Think this is a situation where we have to trust Council. <br /> <br />Audience Comment - Recommend wording: 'Council shall establish . <br />'Council may establish . .'. <br /> <br />' instead of <br /> <br />Audience Comment - Ramsey is a growing city. You have things acting on you <br />from the outside. Why tie your hands by creating departments by ordinance? <br /> <br />Mr. Dorn- Just add two words: 'or abolish'. When the charter is passed <br />any department in existence is applicable and it would take an ordinance to <br />abolish it. <br /> <br />Audience Comment - Citizen brought up issue of power flow again and stated that <br />the proposed charter does not address it. <br /> <br />Mr. Dorn- Chapter I defines boundaries. This municipality of Ramsey is <br />created by legislature and the State expresses it's'powers. All this charter <br />says is that we can do anything any other municipality that doesn't have a <br />charter can do. <br /> <br />Audience Comment - Relate that to the U.S. Constitution. We should be talking <br />about powers to the city as delegated by the State. <br /> <br />Mr. Dorn- Suggested adding: 'Such powers as are not already delegated by <br />authority of State law.' <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Gamec and seconded by Commissioner Titterud to adjourn <br />this Charter Commission public hearing. <br /> <br />Motion carried.
