TO: Ramsey Park Commission

FROM: Building Official

P~E: Park Dedication Fees

DATE: September 27, 1983

As per your request, I have reviewed the various park fee payment proposals
and have determined that Mr. Deemers proposal, with some modifications, has
some real merit. It would appear to me that charging a park fee on the
value of the permits would generate additional park fees ~here there is a
larger population concentration and lesser park fees where population con-
centrations are reduced. It is my opinion that this method of determining
park fees would be quite easy to administer and would as, Mr. Deemer notes,
lessen the up front costs related to property subdivision and development.

Therefore, it would be my recommendation that the following be accomplished:

1) That another paragraph be added to Mr. Deemers proposal
stating that this particular method of park fee payment be
applied to any property subdivisions filed after the date
of the enactment of this ordinance.

2) That the proposal be forwarded to the City Attorney for
his determination of the legality of this proposal as well
as prepare the necessary documents for amending the City
ordinance if he finds it acceptable.

I can be available for your next regular meeting to discuss this issue if
you so desire.
