TO: Ramsey Park Commission <br /> <br />FROM: Building Official <br /> <br />P~E: Park Dedication Fees <br /> <br />DATE: September 27, 1983 <br /> <br />As per your request, I have reviewed the various park fee payment proposals <br />and have determined that Mr. Deemers proposal, with some modifications, has <br />some real merit. It would appear to me that charging a park fee on the <br />value of the permits would generate additional park fees ~here there is a <br />larger population concentration and lesser park fees where population con- <br />centrations are reduced. It is my opinion that this method of determining <br />park fees would be quite easy to administer and would as, Mr. Deemer notes, <br />lessen the up front costs related to property subdivision and development. <br /> <br />Therefore, it would be my recommendation that the following be accomplished: <br /> <br />1) That another paragraph be added to Mr. Deemers proposal <br />stating that this particular method of park fee payment be <br />applied to any property subdivisions filed after the date <br />of the enactment of this ordinance. <br /> <br />2) That the proposal be forwarded to the City Attorney for <br />his determination of the legality of this proposal as well <br />as prepare the necessary documents for amending the City <br />ordinance if he finds it acceptable. <br /> <br />I can be available for your next regular meeting to discuss this issue if <br />you so desire. <br /> <br /> <br />
