Section 5.03. Determination of Sufficiency. The committee shall file the in the office of the clerk-administrator. The completed petition required number of signitures for initiative and referendum shall be at least ten precent of the total number of registered voters at the time of the last city wide election. The required number of signitures for recall shall be at least twenty percent of the total number of registered voters at the time of the last city wide election. Upon receiving the report, the council shall determine by resolution the sufficiency of the petition. Section 5.04. Disposition of Insufficient or Irregular Petition. If the council determines that the petition is insufficient or irregular, as defined in sections 5.03. and 5.02. respectively, the clerk-administrator shall deliver a of the copy petition, together with a written statement of its defects, to the sponsoring committee.
