I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />i <br />I <br />I <br />I <br />i <br />I <br />I <br /> <br /> PARK AND RECREATION COMMISSION <br />Regular Meeting of August 18, 1983 <br /> <br />The meeting was called to order at 7:10 P.M. <br /> <br />Members Present: Dennis Donovan, Donald Lokker, Janice Johnson, William <br /> Rustad, Ronald Hetland, and Terry McLean <br /> <br />Members Absent: John Lichter <br /> <br />Motion by Commissioner McLean and seconded by Commissioner Hetland to approve <br />the special Park and Recreation Commission meeting minutes dated July 26, 1983. <br /> <br />Motion carried. Voting yes: Commissioners Donovan, McLean, Lokker, Rustad, <br />Johnson and Hetland. Voting no: None. Members Absent: Commissioner Lichter. <br /> <br />Motion by Commissioner Hetland and seconded by Commissioner Johnson to approve <br />the regular Park and Recreation Commission meeting minutes dated July 21, 1983. <br /> <br />Motion carried. Voting yes: Commissioners Donovan, McLean, Lokker, Rustad, <br />Johnson and Hetland. Voting no: None. Members Absent: Commissioner Lichter. <br /> <br />Chairman Donovan reviewed the progress of the Ramsey Central Park with the <br />Park Board. He stated the grading had begun and was quite impressed with the <br />way it was taking shape. He also mentioned that the Council had amended the <br />budget to include the irrigation system for the park. The general concensus <br />of the Park Board was to continue with the plans for an irrigation system this <br />fall. <br /> <br />Motion by Commissioner McLean and seconded by Commissioner Lokker to recommend <br />to the Ramsey City Council they proceed with obtaining price quotes for the <br />irrigation system for Ramsey Central Park and to also delay the seeding until <br />after the irrigation system has been installed. <br /> <br />Motion carried. Voting yes: Commissioners Donovan, McLean, Lokker, Rustad, <br />Johnson and Hetland. Voting no: None. Members Absent: Commissioner Lichter. <br /> <br />The Park Board discussed the issue of the Park Dedication Fee. I~ was the gen- <br />eral feeling to wait for the Planning and Zoning representatives to contact Com- <br />missioners Hetland and Rustad to set up a meeting to discuss this issue. The <br />general concensus, however, of the Park Board was to stay with the percentage of <br />the fair market value of the platted land and leave the outlots out of it en- <br />tirely. <br /> <br />Chairman Donovan read the letter received August 18, 1983, from the Metropoli- <br />tan Council in regards to the LAWCON grant funds that had been applied for in <br />the development of the Ramsey Central Park. The letter stated that Ram~ey did <br />not qualify for grant funds as the proposed park was not in Ramsey's Urban Area. <br /> <br />The Park Board discussed the idea of having some aTea of the Municipal Center <br />set aside for a display on the progress of Ramsey Central Park for the "We Love <br />Ramsey Day." <br /> <br />pm%/~ugu~t 18, 1983 <br /> Page I of 2 <br /> <br /> <br />
