AA. Preparation Of Cha~ter 7~ Section 7.10~ Subdivision 2: %. The Commission agreed to use Mounds View Chapter 7, Section 7.10, Subdivision 2 as a core model for this section. Commissioner Buchanan suggested adding a Subdivision 3 to Chapter 7, Section 7.10 as follows: 'City Council shall not, at any time_-, appropriate funds for any proposed issue that has been submitted to the voters and defeated by the voters without bringing that issue back to a vote of the people, unless monies for that issue are to com~ from outside the City of Ramsey.and are specifically designated for that issue.' A lengthy discussion ensued regarding a park bond for the development of Central Park being voted down by the people and the methods now being used by the City to develop that park. I I Motion by Co~{ssioner Sieberand seconded by Commissioner Lichter to adopt Chapter 7, Section 7.10, Subdivisions i and 2 and that Section 7.10 shall not include the proposed Subdivision 3, and that Section 7.10, Subdivisions 1 and 2 will be written using Mounds View Section 7.10, Subdivisions 1 and 2 as a core model. Voting Yes: Chairman Heitman, Commissioners Gamec, Lichter, Sieber, Titterud, and Data. Voting No: Couunissioners Bauerkemper and Buchanan. Absent: Commissioner Greenberg. Motion by Commissioner Sieber to create a special order for dealing with this issue (proposed Subdivision 3 to Section 7.10) at the public hearing. I I I I I I Commissioner Buchanan seconds the motion for further discussion. Further Discussion: Commissioner Gamec suggested that RYAA be contacted for input regarding this subject. Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Titterud, Sieber, Buchanan, Bauerkemper, Lichter and Gamec. Voting No: None. Absent: Comm{ssioner Greenberg.
