The apparent re~son ?or the <br /> ~equested ~ctlon Is to ¢ind ~ w~g to reduce the burden on <br />· develope~ne~t in the one (1) u~it in ten (10) acre densit~ <br /> pequire~ent for the rural ~re~. <br /> <br />The reco~m~fl~ended ordinance change is the result o? research <br />o? other cities methods. In this research e~'~'ort, there <br />was no s i ~,~ple tor~,~u la found that was inpl~ce <br />co~,~uni~g that ~outd serve ~he diverce needs <br />Ra~,~sey. The criteria ~as simple, e ~ethod that ~ould be <br />equitable throughout the c it,.~ ~nd not need drastic change <br />to ~eet the future needs of the' city. The proposed chenge <br />~eets these standards, ~nd would only require the chenge <br />one (1) nu~lber to change the tee structure and <br />the. r~ising or lowering o~ the ?ee. , <br /> <br />This new ~nethod will re~l~ove ~.he ?inancial burden o¢ the <br />;,ark, fee froai the developer o¢ the property, and [,ut it on <br />the end user. The Builder or end user is the party who <br />create the need ~or parks ~nd their developernent mhd <br />maintenance. It is mssu~,~ed thmt becmuse the developer is <br /> <br />saving f~oneg, in the forl~ of not ;,aging a large ,fee up <br />front, that this will lower the cost o? the land to ~the end <br />user. This new ~ethod should be equitable to all sectors <br />o~' Ra~segs residential and business cu;l~;,unity. <br /> <br /> A tee a~ounting to two and one-hal? tenths o? one <br /> percent o? the building vmlue, assesed along with the <br /> building per,nit, and paid mt the sm~e tithe. This ~ee <br /> should be col~puted bg the ~inmnce depmrt~lent, who wilt i,lmke <br /> the proffer dispuser,lent to the account which should ~eceive <br /> it. <br /> Exception: I~ in the ;,letting process, the Park, ~nd <br />Recreation Co~mission deter~,ines thmt m portion o~ the <br />Plat, ot not less than 10 percent o~ the totml tend being <br />platted, is desirmble ~or'Cit~ purposes, ~,~mg recco~end to <br />the City council that thev seek FEE TITLE to this property <br />end waive the msses~aent mgmiMst property when the building <br />peri, itS ere applied ~or.
