Voting Yes: Chairman Heitman, Commissioners Greenberg, Sieber , Buchanan, Bauerkemper, Lichter, Data and Gamec. Voting No: None. Absent: Commissioner Titterud. Chairman Heitman called the meeting back to order at 10:36 p.m. Commission agreed to utilize Mounds View's Chapter 2, Section 2.04 as a core model for the charter. Commission agreed to utilize Mounds View's Chapter 2, Section 2.05 as a core model for the charter. Commissioner Gamec inquired if the vacancy addressed in this section shouldn't be created by a 4/5 vote of Council in order that it would hold up in court and that he would check this point out with the City Attorney. Commissioner Bauerkemper suggested a cross-reference to Section 4.05 be made in this section. Commission agreed. Commission agreed to utilize Mounds View's Chapter 2, Section 2.06 as a core model for the charter. Commission agreed with Subdivision 1 of Section 2.06 as is. Commission agreed with Subdivision 2 of Section 2.06 in Mounds View's charter except for some minor changes whiCh will be incorporated into the rough draft of Ramsey's charter. Commission agreed with Subdivision 3 of Section 2.06 as is. Commission agreed to utilize Mounds View's Chapter 2, Section 2.07 as a core model for the charter. Commission agreed to utilize Mounds View's Chapter 2, Section 2.08 as a core model for the charter. C. Discussion And Preparation Of Charter Cha~ter 3 - Council Procedures: Commission agreed to utilize Mounds View's chapter 3, Section 3.01 as a core model for the charter and some changes were made which will be incorporated into the rough draft. Commission agreed to utilize Mounds View's Chapter 3, Section 3.02 as a core model for the charter. The following wording was taken from the Lino Lakes charter and incorporated into this section:.. 'assigned as liaison to necessary areas both internal and external to the City.' Commission agreed to utilize Mounds View's Chapter 3, Section 3.03 as a core model for the charter.
