I
!:
I
I
I
I
I
I

I
I
I

Mr. Goodrich stated that it would be appropriate for Council to approve
renewal of the set-up license at this time contingent upon the Police
Chief's approval.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
approve the application for set-up license for Party House, Inc. from
June 30, 1983 to July 1, 1984, contingent upon approval from Ramsey Police
Chief.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann
and Schlueter. Voting No: None. Absent: Councilmember Van Wagner.

Case ~4; Fir. Marc Hadley To Discuss Sandburq Community School Youth Proqram:

Mr. Marc Hadley and the Principal of Sandburg (Ron Mitchell) were present.

Mr. Hadley stated that based on the fact that 75% of the enrollment at
Sandburg is Ramsey children, the City of Ramsey is being requested to
pick up a proposed per~ce.ntage cost of the Sandburg Community School youth
program cost.

Councilmember Reimann inquired as to how.many children from Ramsey participate
in the youth progr_am.

Mr. Hadley replied that that is a difficult question to answer but there
should be good Ramsay participation now that an activity bus is provided
for Ramsey children.

Mayor Gamec stated that he has talked with children that have progressed on
to Sandburgfrom Ramsey elementary and they miss the after school activities.
It is essential to keep children at that age busy, that there is evidence
of loitering on Anoka City streets after school hours and there is a definite
need for this program. Mayor Gamec stated that the proposed school budget
actually runs into two City budget years, that a partial payment could be
authorized with this years budget, the program reviewed and second payment
authorized during next years budget planning .

Ron Mitchell stated that there would be no problem presented by the City
making two installments, but for the City to say they will review the
program before authorizing payment of the second installment could be a
problem because certain salary commitments will already have been made.

I
I

Councilmember Schlueter stated that she cannot foresee why the second
installment would not be approved and that she would like to see Sandberg's
youth program expanded.

Mayor Gamec inquired if school budget cutbacks could necessitate the need to
withdraw Ramsey's activity bus from the budget.

Ron Mitchell stated that the program success is contingent on busing and
anything is possible, but as of right now the bus'is available.

Councilmember Reimann stated that he is not in favor budgeting funds for
this program not knowing exactly how many Ramsey children will participate
and if the activity bus is cut from the budget, Ramsey will end up paying
for that also.

C/June 28, 1983
