I I I I I I I I I- CO~.2.:ITTEE REPORTS A. Budset Committee - Commissioners Gamec and Bauerkem~er: Commissioner Bauerkemper surveyed 7 other cities regarding their Charter Commission Budget. See attachment. Commissioner Gamec submitted his proposed budget for the Ramsey Charter Commission. See attachment. There was a lot of discussion regarding Commissioner Gamec's proposed budget and the Commission requested of Commissioner Gameca more detailed breakdown of the budget regarding election costs, professional services, and minimum legal requirements regarding election personnel. Discussion ensued regarding the cost of printing the entire charter in the legal newspaper and the Commission requested Commissioner Bauerkemper again approach the Anoka County Union regarding this matter. Commissioner Gamec stated that he attended the last EDC meeting, Council- member Schlueter was~[~resent at that:meeting, and while progress of the Charter. Commission was being discussed, she inquired if there were any plans for a dSor-to-door campaign or city-wide mailing to inform the public of the contents o£ the proposed charter. Commissioner Gamec stated that if the Commissio~ does'hake'any plans of this sort, those costs should also be included in the budget. Commission consensus is that public hearing turn-out will determine whether or not a door-to-door campaign is warranted and there is alsways the possibility of using volunteers to inform the public. Carolyn Thompson, reporter for the Anoka Co'unty Union, stated there would be articles in the Union regarding Ramsey's Charter Commission and proposed charter. Commissioner Gamec requested that Ms. Thompson check the number of Ramsey subscriptions to the Union. B. Information Committee: 1. Public Opinion Committee - Commissioners Sieber and Buchanan: Commission Buchanan stated that he attended the July 5, 1983 meeting of the Ramsey Planning and Zoning Commission and solicited their remarks and feelings regarding a charter. Commissioner Buchanan further stated that the overriding concern of the Planning Commission is that the charter will be a one issue charter and that he assured the Commission that it is not and that there doesn't seem to be any way that a charter can keep sewer and water out of Ramsey. Commissioner Buchanan also noted that P&Z inquired if there were any way a charter could put more teeth into ordinance enforcement. Commissioner Gamec stated that the large lots in Ramsey invite those people with extra vehicles, boats, etc. People move to Ramsey for the rural country life and after they are here they don't want the tall grass and weeds, a neighbors farm and horses or home occupations, Just what do the people want? Commissioner Gamec stated that Ramsey does have the option to take these violations to court but the Judge would Just turn it back over to Ramsey as a city problem. cc/July 14, 1983 Page 2 of 6
