Central Park Improvement: <br /> <br />Kathy London - 153rd and Hedgehog - Stated that there are a lot of <br />children in the City who will not benefit by parks being improved. <br /> <br />Mayor Gamec replied that one of the biggest areas Ramsey is lacking <br />in is parks. <br /> <br />City Engineer Raatikka presented an overall plan for Central Park <br />prepared by himself and the Park Board. Mr. Raatikka stated that <br />the Park Board feels there is a real need for irrigation of the <br />4 softball fields proposed. The cost would be approximately $5000/ <br />field and approximately $25,000 for a well. Mr. Raatikka also noted <br />that Park Board is willing to develop in phases in order to have <br />that irrigation system installed during initial construction. <br /> <br />Dennis Donovan stated that if an irrigation system isn't provided for <br />initially, the City will eventually have to install it later because <br />grass cannot be maintaTned on a field that is used excessively. <br />Park Board is requesting that money be allocated in the next budget <br />for irrigation at Central Park. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember <br />Sorteberg to adopt Resolution #83-'82approving plans and specifications <br />for the Central Park improvement and to call for bids for this <br />project. (Please refer to resolution file for Resolution #83-82). <br /> <br />Further Discussion: Councilmember Schlueter inquired as_to what point <br />in time irrigation funds for Central Park will be discussed. Mayor <br />Gamec replied that it would be discussed during preparation of the <br />next budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, <br />Reimann, Schlueter and Van Wagner. Voting No: None. <br /> <br />B. Miscellaneous'Park Issues (Continued): <br /> <br />Raudio Donated Property: <br /> <br />I <br />I <br />I <br />I <br /> <br />Dennis Donovan stated that the Park Board has reviewed the property <br />and is impressed with the beauty of the site. Dennis Donovan stated <br />that the property can be developed without interference from the <br />proposed bridge crossing and there may be DNR funds available to <br />develop this particular park. There would be some financial involve- <br />ment on the part of Ramsey regarding maintenance and policing and <br />if Ramsey decides to develop this park, caution should be used regarding <br />access to the property before it is completed. The Park Board is <br />100% in favor of developing this property and the development of this <br />park should not detract from Central Park. <br /> <br />Arnie Cox stated that he is not developing the park, but rather <br />cooridnating the efforts to develop the park. Mr. Cox agreed that <br />this park should not detract from Central Park. He also stated that <br />the land was donated by Art Raudio and there are no stipulations that <br />it is to be used as park only, the park can be abandoned at any time <br />the City so desires.
