I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />Roger Buchanan - If it is the City's intention that residents will not be <br />charged anything for sewer and water developments, why, in the CIP budget, do <br />we find $900,000 for sanitary sewer in 1983 and $1,150,000 in 1984. <br /> <br />Mr. Schnelle replied that CIP is strictly a planning document. It allows the <br />City to make alternate plans to avoid the worst situation happening. <br /> <br /> Roger Buchanan - Challenging Council tonight to add one more guarantee and <br /> add wording to ordinance to the effect that the developer is responsible for <br /> all costs. Developers could come back with the argument ~hat oversizing is <br /> going to benefit the whole of Ramsey and request not being required to pay <br />.for that oversizing. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Reimann to <br />approve the agenda with the following additions: <br /> <br />1. Dennis Donovan - Update on Central Park Development <br />2. Hanson Tree Farm'- Mayor/Council Input <br />3. Councilmember Van Wagner - Item for discussion during Mayor/Council Input <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Van Wagner and Schlueter. Voting No: None. <br /> <br />Dennis Donovan - Update on Central Park Development: <br /> <br />Stated there was a meeting with RYAA and City Engineer to discuss plans for <br />Central Park. <br /> <br />The preliminary plan is for $73,000 to develop four ballfields in that park. <br />There is a definite need for irrigation on these subject ballfields. Would <br />like a commitment from Council that money will continue to be budgeted for <br />development of Central'Park in order that irrigation can be planned for <br />simultaneously~ with construction. <br /> <br />Mayor Gamec stated that grading costs could be less ,expensive than anticipated <br />if the City advertised for bids. <br /> <br />Councilmember Sorteberg stated that there would not be an additional $40,000 <br />available for well, pump and 4 irrigation systems this year. <br /> <br />Councilmember Reimann suggested an alternative of only developing two ballfields <br />at this time, that development is going to have to take place within the <br />money frame set for this year. <br /> <br />Mayor Gamec stated that park money can be budgeted for this Fall and the money <br />would be available for Spring of 1984 development. <br /> <br />Councilmember Schlueter noted that part of Ramsey's agreement with Federal <br />Cartridge is that funds will be available to develop that park. <br /> <br />Dennis Donovan stated that the City cannot count on Metro Council funds any <br />more for recreational purposes.
