Councilmember Sorteberg stated that he is not in favor of accepting EDC <br />recommended Item 5b (100% assessment with 35% cash deposit and a mortgage on <br />property). <br /> <br />Councilmember Reimann feels that the recommendation might be workable. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember Schlueter stated that Mr. Johnson presented a good case for <br />Item 5b but that she has discussed the recommendation with several persons <br />and based on those discussions, she is not in favor of accepting EDC recommendation <br />5b. <br /> <br />Mayor Gamec stated that he doesn't see any real problems either way - going <br />~ith policy as is or incorporating Item 5b. <br /> <br />Councilmember Sorteberg stated he would rather see the bankers have the <br />problems that could develope if the City incorporates Item 5b into ordinance. <br /> <br />Council consensus is not to accept EDC proposed amendment to 170.039D5, Item <br />5b. <br /> <br />City Attorney G~odrich stated that he had been contacted on Monday, April 25, <br />1983 by Gerald Zimmerman, who serves on Ramsey Planning and Zoning Commission <br />and is employed by County Surveyor's Office and Mr. Zimmerman presented an <br />amended copy of the subdivision code with particular items to be included. <br />Council may: <br /> <br />1. Review those items tonight. <br />2. Included those items during recodification. <br />3. Table any action until a review of those items can be accomplished. <br /> <br />Mr. Goodrich stated that Mr. Zimmerman's recommendations regard platting and <br />are mostly technical items that do no relate to policy. <br /> <br />Mayor Gamec authorized reviewing these particular items at a later date for <br />inclusion in recodification. <br /> <br />Mayor Gamec inquired about EDC recommendation that EDC be allowed to review <br />applications for sewer and water expansion. <br /> <br />Mr. Fults replied that EDC would like to know first hand what is happening, <br />that EDC would like to police these applications to make sure sewer and water <br />are not extended through an existing residential area. <br /> <br />Mr. Schnelle agreed that EDC should review all sewer and water expansion <br />applications, that EDC's review would serve as another check and balance to <br />keeping these issue on. the level. <br /> <br />Mr. Goodrich stated that language will be added to policy to the effect that <br />EDC will review all applications for sewer and water expansion for the purpose <br />of seeing to it that all individuals are treated fairly. <br /> <br />Mr. Goodrich referred to page 11 of the proposed policy, Item 210.017 Hookup <br />Policies, 210.017A Existing Subdivisions and noted the last sentences: "At <br />the time of hookeup, the existing septic tank(s) shall be pumped free of <br />sludge and filled with a clean granular material.
