Voting No: None. <br /> <br />John Lichter - How can Council guarantee that utilities will not be brought <br />into an existing area unless there is failing septic systems? <br /> <br />Councilmember Reimann stated that these questions were answered at public <br />hearing and workshops, that there are no guarantees. Citizens elected Council <br />to make decisions and when it comes time to make a decision the citizens do <br />not have faith in Council. <br /> <br />John Licther replied that Council is playing with $30,000 of his home equity. <br />.Blind trust is a different matter. <br /> <br />Councilmember R~imann stated that John Lichter served on the Ad Hoc Committee <br />and inquired if Mr. Lichter had faith in the ordinance. <br /> <br />Mr. Lichter replied that the ordinance could work if administered properly. <br /> <br />Councilmember Reimann stated that you cannot put the cart in front of the horse, <br />that a policy has to be established. <br /> <br />Mr. Lichter replied that he does not agree completely with the proposed ordinance <br />and realizes a policy is necessary and that he is arguing with the so-called <br />"need" for utilities. Who will pick up the cost of extending trunk if <br />development is requested on a leap frog basis? <br /> <br />Mayor Gamec replied that personally, he would not vote in favor of a developer <br />requesting trunk extension if the subject property did not adjoin already <br />developed property. If the request is approved, the developer is obligated <br />to pick up the cost of extending the trunk and those are my feelings on the <br />subject. <br /> <br />Clayton Berg stated that there is very little incidence of failing septic <br />systems in Ramsey. <br /> <br />Mayor Gamec stated that if there are failing systems, the owners might as well <br />repair their on-site systems because municipal utilities are not coming to <br />existing areas. <br /> <br />Mr. Goodrich stated that regarding trunk being extended through an existing <br />subdivision, proposed ordinance states that can only happen if there is <br />50% of the sewer lateral and trunk in previous subdivision and then only if <br />the developer pays for extending the trunk through an existing subdivision <br />and residents of that existing subdivision would not be assessed until they <br />hook up to the system and they would not be required to hook up until there <br />is a need, such as on-site system failure. When the existing subdivision <br />does hook up to the system on the basis of need, then that existing subdivision <br />will reimburse the developer for that portion of the trunk. <br /> <br />John Lichter - Who will incur long term maintenance and equipment costs? <br /> <br />Mr. Schnelle replied that the City would create an enterprise fund and there <br />will be an equipment fund within that enterprise fund. Regarding Ramsey's <br />present staff set up in Ramsey, sewer and water operation would not create a <br />problem.
