,'1
I
I
I
I
I
I
I
I

I
I
I
I
I

I
I
I
I

Mr. Raatikka listed the following:

1. Trunk charges for sanitary sewer
2. Trunk charges for water source and storage
3. Trunk charges for storm sewer and drainage
4. Sanitary sewer laterals
5. Water main laterals
6. Storm sewer and street laterals
7. SAC charge at time of connection.

Council noted that there would also be an ins~llation charge to get piping
from street to home which would not be assess~but would be paid by home-
owner directly. Homeowner is also responsible for filling in septic tank
and if you retain use of own well you do not have to fill it in but it will
be monitored by the State (this fact brought out by a member of the audience).
Homeowner should also know there would be a survey fee if they decide to
subdivide.

Council consensus is that language regarding filling in of septic tanks
should be included in the ordinance.

Mr. Raatikka, referring to page 32 of proposed ordinance, stated that platted
lots are allowed to be resubdivided without going through platting procedure.
Unplatted lots require an abbreviated form of platting and the $300 fee
covers City expenses and any part. of that $300 not used would be refunded
back to the subdivider.

Ray Renner - 144th - Regarding user fees whether you hook up or not, conflicts
with only those that benefit are assessed.

Mr. Goodrich replied that user fee is not related to benefit.

Ray Renner commented that in the event of sewer without water in an industrial
park area, every one of those wells would have to be monitored in order to
obtain a fair service charge.

Mr. Berg replied that the City would demand that they be metered.

Mr. Schnelle replied that a lot of communities set a. standard rate for
residential and for commercial.

Jim Skinnel - Jaspar and 163rd - If 80' frontage constitutes one REC, how
would City treat an odd shaped lot, say 5 corners, like mine.

Mr. Raatikka replied it would just depend on how many 80'x135' lots could
be derived at out of that lot.

Stan Data - If sanitary sewer is brought into Flintwood I, .would Flintwood
II be assessed for the trunk line?

Mr. Berg replied that he would not be assessed until service is available.

Tom Patchen - 148th - Stated that he is in the 1990 proposed area and has
that area changed.

Mr. Berg replied that according to the map, Mr. Patchen is just beyond the

Sp C/March 28, 1983
