I i I I I I I CASE #3: Consequently, I again ask Councilmembers to read Exhibit "C" which was submitted with the October ?.5, 1983 agenda and also the contents of the above enclosure. Council Action: Council action will be to approve/disapprove of the Metro Council's proposed Interim Economic Policies. This is an important issue to the City of Ramsey. DNR REGARDING THE AMENDING OF THE CITY OF RAMSEY'S CASE 44: ENVIRON MENTAL PROTECTION ORDINANCE: This item appeared in Council Old Business, Case #4, of Council agenda dated October 25, 1983. Council tabled it until this special meeting. Someone from the DNR will be present at the meeting. LEGISLATION (A. INDUSTRIAL DEVELOPMENT BONDS; B. MINNESOTA TAX I I I I I I I COMMISSION): Enclosure (DZ-c) contains the following documents which require Council's immediate action: a) League of Minnesota Cities' "Action Alert" Memo Dated November Z, 1983 regarding Industrial Development Bond - This issue was submitted to the Economic Development Commission at their meeting of November 9, 1983, and their action was to submit a letter pointing out thief support of the IDB for industrial growth. Council Action: Council action will be to approve/disapprove of a resolution not to change the laws governing Industrial Development Bonds. The EDC maintains that they should not be used for financing home construction as was the case in Coon Rapids. I think the EDC is fair in that statement. If Congress changes the law governing the use of the IDB as proposed, they will kill all economic development. Council's action is critical on this issue. I will have a proposed resolution available at the meeting. b) League of Minnesota Cities' Memo Dated October 31, 1983 regarding Minnesota Tax Commission (Nicknamed the Latimer Commission) - This Minnesota Tax Commission was appointed by the Governor to do a complete study on the total Minnesota tax structure to be completed by December 1984. Consequently, if we are unhappy with things, we should go on record to this Commission about it. I have provided the EDC with this document and they are preparing input for the public hearing which will be held on November 21 and 2Z, 1983 in St. Paul. Council Action: Council Action will be to review this document and direct City Staff as to the areas you want to see the City get involved in at the public hearing. We feel the following areas should definitely have City involvement: 1) Part "A" - Simplification and Understanding of the Property Tax System. I ! 2) Part "B" - Equity of the Intergovernmental Transfer Program. 3) Part "C" - Adequacy of Local Revenue.
