I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #3: <br /> <br />Consequently, I again ask Councilmembers to read Exhibit "C" which was submitted <br />with the October ?.5, 1983 agenda and also the contents of the above enclosure. <br /> <br />Council Action: Council action will be to approve/disapprove of the Metro Council's <br />proposed Interim Economic Policies. This is an important issue to the City of Ramsey. <br /> <br />DNR REGARDING THE AMENDING OF THE CITY OF RAMSEY'S <br /> <br />CASE 44: <br /> <br />ENVIRON MENTAL PROTECTION ORDINANCE: <br /> <br />This item appeared in Council Old Business, Case #4, of Council agenda dated <br />October 25, 1983. Council tabled it until this special meeting. Someone from <br />the DNR will be present at the meeting. <br /> <br />LEGISLATION (A. INDUSTRIAL DEVELOPMENT BONDS; B. MINNESOTA TAX <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />COMMISSION): <br /> <br />Enclosure (DZ-c) contains the following documents which require Council's <br />immediate action: <br /> <br /> a) League of Minnesota Cities' "Action Alert" Memo Dated November Z, <br />1983 regarding Industrial Development Bond - This issue was submitted to the <br />Economic Development Commission at their meeting of November 9, 1983, and <br />their action was to submit a letter pointing out thief support of the IDB for <br />industrial growth. <br /> <br />Council Action: Council action will be to approve/disapprove of a resolution <br />not to change the laws governing Industrial Development Bonds. The EDC <br />maintains that they should not be used for financing home construction as was <br />the case in Coon Rapids. I think the EDC is fair in that statement. If Congress <br />changes the law governing the use of the IDB as proposed, they will kill all <br />economic development. Council's action is critical on this issue. I will have <br />a proposed resolution available at the meeting. <br /> <br /> b) League of Minnesota Cities' Memo Dated October 31, 1983 regarding <br />Minnesota Tax Commission (Nicknamed the Latimer Commission) - This Minnesota <br />Tax Commission was appointed by the Governor to do a complete study on the <br />total Minnesota tax structure to be completed by December 1984. Consequently, <br />if we are unhappy with things, we should go on record to this Commission about <br />it. <br /> <br />I have provided the EDC with this document and they are preparing input for <br />the public hearing which will be held on November 21 and 2Z, 1983 in St. Paul. <br /> <br />Council Action: Council Action will be to review this document and direct City <br />Staff as to the areas you want to see the City get involved in at the public hearing. <br />We feel the following areas should definitely have City involvement: <br /> <br />1) Part "A" - Simplification and Understanding of the Property Tax System. <br /> <br />I <br /> <br />! <br /> <br />2) Part "B" - Equity of the Intergovernmental Transfer Program. <br />3) Part "C" - Adequacy of Local Revenue. <br /> <br /> <br />
