I <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br />Case ~1: Subcomittee Reports: <br /> <br />a) Legislative Subcommittee - <br /> <br />Commissioner Cox stated that he and Commissioners Guy and Muller attended a <br />meeting of the Indpendent Businessman's Association of Minnesota. The <br />following were also present: Senator Roger Moe, Senator James Ulland, <br />Congressman Arlan Stangland, Congressman Tim Penny, Congressman Bill Prenzel, <br />Representative Harry $ieben Jr., Representative Dave Jennings, former State <br />Representative Mike Menning, author of Minnesota Business and Jobs Tim <br />Donahue. The speakers talked about the business climate in Minnesota. <br />Representative Sieben and Senator Moe do not recognize that there is a <br />problem in Minnesota and yet one of them was the co-author of the bill to <br />'Buy Minnesota First'. Congressman Bill Frenzel made a very good retort <br />to Senator Moe and Representative Sieben's comments. As a follow up to <br />this meeting we are planning a meeting for November 14, 1983 at the Party <br />House in Ramsey at 7:30 p.m. and the only cost will be that of the meal <br />(approximately $6.00). Planned speakers are Mr. Fran McGovern (editor <br />of the Daily American), attempting to get Representative Menning and Tim <br />Donahue. An invitation is also being extended to Senator Boschwitz. <br /> <br />m <br />m <br /> <br />Commissioner Guy stated that she heard a report that there is an effort <br />being made to have Metro Council elected. This Commission should write <br />to the legislators supporting that effort. <br /> <br />Mr. Schnelle and Commissioners Schmidt and Cox disagreed. <br /> <br />Mr. Schnelle stated that if the Metro Council is elected, you might as <br />well get rid of the 7 County Boards. <br /> <br />Commissioner Cox replied that if the Metro Council were elected it would <br />also be a taxing body; an elected body is not going to solve anything; <br />and it would give more power to the Metro Council than they already have. <br />Commissioner Cox stated that he believes in electing with restrictions. <br /> <br />Commissioner Fults referred to Jim Barton's presentation to EDC regarding <br />Metro Council setting up industrial bond programs and stated that he <br />read in the newspaper that because of so much city opposition in the area, <br />the Metro Council has dropped this program. <br /> <br />Commissioner Cox stated that citizens don't have any idea what is going <br />on in State Government. Everything is being shifted away from business. <br />There is no sense working and spending time to stimulate economic growth <br />when you have the whole State government working against you. <br /> <br />b) Finance Subcommittee - <br /> <br />No report at this time. <br /> <br />c) Economic Subcommittee - <br /> <br />Commissioner Schneider stated that the City pamphlet should be ready for <br />Commission review at the next regular meeting. <br /> <br />Case #2: Charter Commission Regardin9 The Financin9 Of Public Improvements: <br /> <br />Mr. Schnelle stated that the Charter Commission is into the public improvement <br />area and might not be understanding what they are doing and the tremendous <br /> <br />EDC/October 12, 1983 <br /> <br /> <br />
