I
'I
I
I

APPROVAL OF AGENDA

Motion by Comissioner Ippel and seconded by Commissioner Patz to approve
the agenda.

Motion carried. Voting Yes: Acting Chairman Greenberg, Commissioners Ippel,
Morrow, Patz, Sieber and Moen. Voting No: None. Absent: Comissioners
Siebert, Donovan and Soderholm.

COMMISSION BUSINESS

m
m

Case #1: City E.ngineer's Report On Gateway North Industrial Airport:
City Engineer Raatikka introduced Mr. Larry Koshak of Hakanson/Anderson.
Mr. Koshak presented two exhibits:

m
m
m

I
im
m
m
m

1. Aerial photo of the airport area.

Map showing original layout of the airport that was defined in a
report prepared in 1978. This map pointed out the modifications
necessary to upgrade the airport.

Mr. Koshak stated that in 1978 Council directed the City Engineer to prepare
a study as to the feasibility of developing a public airport on the subject
site utilizing State and Federal funds. City Engineers then prepared a
study under the guidelines of Federal and State standards for a utility/
Stage 2 type airport {aircraft less than 12,500 pounds). They reviewed the
subject site based on the Federal criteria so that should it become a
project, it could become eligible for funds from those Government agencies.
The report prepared in 1978 found that Gateway North would not meet the
criteria.

Mr. Koshak stated that Mr. Greenberg has requested the City to review the
present site again and this issue has been directed back to the City Engineers.
The Engineers have met with Mn/DoT Aeronautics Division and we have come to
the conclusion that the .site could meet minimum standards under certain
conditions. The conditions that would make Gateway North a feasible site
are:

Raise the runway on the southeastern end so that the criteria for
clearance over a railroad track of 23 feet on the approach zones
would be met.

2. To displace one of the thresholds which would allow another 300 feet
of runway.

3. Relocate Hwy. 116.

Mr. Koshak defined the following:

Threshold or overrun - 300 foot area extending from the ends of the runway.

Clear Zone - 2000 foot area extending from the ends of the runway to be 1100
feet wide at it's outside edge.

A~/September 21, 1983 Page 2 of 8
