I respectfully request that the <br />trial of this matter be advanced on the Court's calendar so that <br />the matter may be heard prior to the end of this year. <br /> <br /> This lawsuit involves a challenge by the City of Ramsey and <br />its Mayor Thomas Gamec to the constitutionality of Minnesota <br />Statutes 477A.01~.et seq. This statute governs the allocation <br />and distribution of State revenue to local government units. In <br />1983 the State will be distributing approximately $255,961.329.00 <br />to cities and towns pursuant to this statute. It is the plaintiffs' <br />contention that the distribution is made in an arbitrary and <br />capricious manner and bears no rational relationship to the <br />intended purpose of the statute. The action was sued out in <br />early 1982 and since then extensive discovery has taken place. <br />The City of Ramsey has employed an expert witness to analyze <br />the literally reams of data the State has produced pursuant to <br />our discovery requests. Our experts have now completed ~heir <br />work and we have provided the defendants with the experts <br />conclusions. <br /> <br />I <br />I <br /> <br /> <br />
