league <br /> <br />September 28~ 1983 <br /> <br />TO: <br /> <br />FROM: <br /> <br />of minnesota <br /> <br /> Mayors, Managers, and Clerks <br /> <br /> Don SKater, Executive Director <br /> Cathy Quig§le, Research Assistant <br /> <br />.General Revenue Sharing <br /> <br />Chiefof Police <br /> Supt. <br /> <br />Accountc,,~t <br /> <br />On September 21 the Senate passed a bill reauthorizing General Revenue Sharing. <br />The bill provides for a 3-year extension at the current funding level of $4.6 , <br />billion with no formula changes. Earlier, the House passed a bill <br />reauthorizing GRS for 3 years, but at $5.02 billion. <br /> <br />Shortly the bill will go to a Rouse-Senate conference committee to work out the <br />difference in funding. It is likely that the committee will reconcile the <br />funding difference at some level between $4.6 and $5.02 billion. The Office orr': <br />f~nagement and Budget reportedly has threatened to recommend that the President <br />veto the GRS bill if it includes ~ny funding increase. <br /> <br />To avoid a presidential veto, cities should contact President Reagan urging him <br />to approve a reasonable increase in funding. In communicating with the <br />President; ~. <br /> <br />1) RemSnd him of his past strong support.for GRS as a model federal-local <br /> program, one in which local officials are free to respond to their <br /> priorities as they see fit, <br /> <br />2) Remind him that GRS is the model on which he has based his <br /> "New Federalism" proposals; and <br /> <br />3) Remind him that this most important program has mot had any increase in <br /> funding since its first reauthorization in FY 1977, which has resulted <br /> in a loss of about half of the program's purchasing power. <br /> <br />! <br />! <br /> <br />The more letters of support the President receives, the greater our chance of <br />getting a modest funding increase for Revenue Sharing. Write to the President <br />at the White Mouse, Washington, D.C. 20500. <br /> <br />Since ~ction on GRS is likely to occur soon, timely action is essential.
