<br /> An ordincmce establishing standards for and regulating the operation of solid waste
<br />disposal facilities in Anoka County, Minnesota; requiring o license for th~ estQblishing and
<br />operating of a solid w~ste disposal facility; establishing requirements for certain facilities
<br />on a disposal site, for control of special solid wastes ~ for fire protection; providing for an
<br />e~forcernent agency, requirement of a performance bond ced penalties for lock of
<br />compliance with these provisions; in order to promote the health, welfare and safety of the
<br />public pursuant to Laws of Minnesota 196~, Chapter 847.

<br />The County Board of Anoka County, Minnesota does ordalm
<br />
<br /> SECTION I. DEFINITIONS. The following words and phrases, when used in this
<br />ordinance, unless the context clearly indlcates otherwise, shall have the meanings ascribed
<br />to them in this section.
<br />
<br />Subsection 1. "Cemty Board" is defined as the Anoka County Board of Commissioners.
<br />
<br />Subsection 2. "Board" is defined as the Anoka County Compr~ive Health Board.
<br />
<br /> Subsection 3. "Department" is defined as the Anoka County Department of
<br />Comprehensive Health.
<br />
<br /> Subsection 4. "Solid Waste" is defined as garbage, refuse, sludge from a water supply
<br />treatment plant or air contaminant treatment facility, cz~d other discarded waste materials
<br />and sludges, in solid, semi-solid, liquid, or contained gaseous form, but does not include
<br />h~zordous waste; animal waste used as fertilizer; earthen fill, boulders, rock; sewage sluc~ge;
<br />solid or dissolved material in domestic sewage or other cornnx~ pollutants in water
<br />resources, such as silt, dissolved or suspended solids in industrial waste water effluents or
<br />discharges which c~e point sources subject to permits under section ZtO2 of the federal water
<br />pollution co~trol oat, as amer~led, dissolved materials in irrigation return flows; or sodrce,
<br />special nuclear, or by-product material os defined by The Atomic Energy Act of 195/4, as
<br />amended.
<br />
<br /> Subsection 5. "Garbage" is defined as discarded material resulting from the handling,
<br />proaessing, storage, preparation, serving and consumption of foc~.
<br />
<br /> Subsection 6. "Refuse" is defined as putrescible ~ non-putrescible solid wastes,
<br />except body wastes, and including garbage, rubbish, ashes, incinerator ash, incinerator
<br />residue, street cleanings, and market crud industrial solid wastes.
<br />
<br /> Subsection 7. "Putrescible Material" is defined as solid waste which is capable of
<br />becoming rotten and which may reach a foul state of dec~/or decomposition.
<br />
<br /> Subsection 8. "Cover Material" is soil that c~ be compoated to provide a tight seal,
<br />does not croak when dry m~l is flee of putrescible materials.
<br />
<br /> Subsection 9. "Toxic ~ Hazardous Wastes" is defined as waste material including but
<br />not limited to pesticides, acids, caustics, pathological wastes, radioactive materials,
<br />flammable or explosive materials, o~d similar noxious wastes which require special handling
<br />and disposal within the disposal site ar facility.

<br /> Subsection 10. "Demolition Waste" is defined as solid waste which consists of
<br />cor~rete, black-top, bricks, blocks, structural metal, wood from demolished structures,
<br />trees ~ tree trimmings ~ other inert waste materials as may be approved by the
<br />Department.
<br />
<br /> Subsection I I. "Smiter), Landfill" is defined as m ~e~ of land which is used for the
<br />disposal of solid waste without creating nuisances, or hctzards to public health or safety by
<br />utilizing the principles of engineering to confine the solid waste to the ~nallest practical
<br />volume, and to cover it with at least six inches of cover material at the conclusion of each
<br />ticks operation or at more frequent intervals as ~ be necessary and is operated in full
<br />compliance with the terms of this ordinance.
