Schnelle <br />City Administrator <br />City of Ramsey <br />15153 Nowthen Boulevard, N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Lloyd: <br /> <br />Thank you for contacting my office regarding S. 66, Senator Goldwater's <br />cable deregulation bill that was passed by the Senate earlier this <br />summer. <br /> <br />I <br />I <br />I <br />I <br /> <br />The Senate bill, in its original form, was totally unacceptable to local <br />governments in Minnesota. Therefore, it is unacceptable to me. In a <br />hope to satisfy all interests the National League of Cities and the <br />National Cable T.V. Association attempted to find a fair middle ground. <br />While a compromise was agreed to between NLC and NCTA, it received <br />very little support among city governments. I have yet to hear a single <br />city in Minnesota come out in favor of the agreement. <br /> <br />The compromise that was reached was incorporated into the Senate bill, <br />making the bill slightly better, but still unacceptable, in my judgment, <br />the NLC leadership misjudged the support for S. 66, and was in too <br />great a hurry to make an accommodation. <br /> <br />So far, no bills on this issue have been introduced in the House of <br />Representatives. It is my understanding that the Committee on Energy <br />and Commerce is working on a proposal, but it is not likely to review <br />this matter seriously during the remainder of this session.
