m <br />m preliminary information needed for this purpose, and the City Attorney <br /> is authorized to initiate and assist in the preparation of such docu- <br /> ments as may be appropriate to the Project, if it is approved by the <br />m Minnesota Energy and Economic Development Authority. <br /> 3) The law firm of Holmes & Grave, Chartered, is authorized <br /> to act as Bond Counsel and to assist in the preparation and review of <br />m necessary documents relating to the Project and bonds issued in con- <br /> nection therewith. The Mayor, City Attorney, and other officers, em- <br /> ployees and agents of the City are hereby authorized to assist Bond <br />m counsel in the preparation of such documents. <br /> 4) That in accordance with Minnesota Statutes, Section 474.01, <br />m Subdivision ll, the City Administrator/City Clerk and other officers, em- <br /> ployees and agents of the City are hereby authorized and directed to en- <br /> courage the Developer to provide employment opportunities to economically <br />m disadvantaged or unemployed individuals.
