'1

'1
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

To: Lloyd Schnelle
From: Chief Auspos
Re: Gun Ordinance

Regarding your memo on the Firearms ordinance for the city of Ramsey
there are ~wo sections which I feel should be removed entirely from
the text and those are 110.025 and 110.028. In the case of the former
this should properly be in the area of interest of the Planning and
Zoning Commission since it so directly deals with zoning. I would be
interested, of course, in having input however should the commission
ever consider such a subject. As to the latter, the state laws now reg-
ulate, totally, the carryiixg of concealed weapons and our ordinance is
superseded by the state law.
If the ordinance is to be reviewed and amended or rewritten I would ask
~,the council to look over 110.027 to see if they still want to allow any
hunting at all in the city. lye still do have a very few remote areas
in which one can squeeze in the 1S00 feet requirement but they are get-
ting to be fewer and fewer. A sudden growth spurt and we would be in a
position where there would be no legal areas in the city or at least they ....
would be so borderline we would have to carry a 1S00 foot line around with
us to take measurements. I am not concerned about a safety factor at this
time but, rather, with the dispute as to distance and calls about hunters
being way out in a swamp somewhere so distant as to be reasonably map-,
proachable. Unless there is a public outcry about the desire to keep
hunting in the city-it may be time to shut it off altogether except for
the bow and arrow hunting.
As to the permit system, if the council decides to look into bow hunting
we can check with Blaine to see how they handle it. Usually, I understand,
the person must bring in written pemission from a landholder in the city
showing that the 'applicant has pemission to hunt deer with a bow on that
land. Maybe that is as far as we shouId go also in placing requirements
for issuance. Mr. Knudson, from Carlos Avery did not think a safety and
"competenc)~' check would be needed since a serious bow hunter generally
has the needed skills and probably only the serious hunter will bother to
get the written permission necessary for a permit.
