I
I
!

MINNESOTA

I SOIL AND WATER CONSERVATIO

)IL AND WATER
,TION DISTRICT

~,unker Loire Boull,~rd
ephone: (612) 757-42~i

I
I
I
I

TO:

F m:

BE:

City Councils and Town Boards

Anoka Soil.& Water Conservation District Board of Supervisors
Surface Water Management; Request for Letter of Intent.

The Anoka Soil & Water Conservatio?[ District Board of Supervisors
would like to offer our comments and services in the development and
implementation of the Surface Water Management Act.

I
I

We sent a letter dated August 3, 1983 to the planning committees
of each future water management organization. In this letter we briefly
outlined our concerns, our offer of assistance and the areas of service
we could cover. We will enclose a copy of this letter in case the
council has not yet had a chance to read it.

I
I
I
I
I
I
I

Our basic concern is the quality of the plan. Because our agency
deals specifically with the soil and water resources of this county, we
want to be of service in that area. We have technical information on soil
and water erosio~i "sedimentation, flood, drainage, water, quality land use-:
and other areas of dealing with soil and water resources. Our plan is to
hire an Administrator/Conservation Specialist, a Soil Scientist, and a
Conservation Tec .hnician to deal solely with the Water Management Organizations
in the county in the development and implementation of the Surface Water
Management Project. We are looking at three individual Water Management
Organizations in the county that our new staff would divide their time among
each, thus be kept consistently busy for far less cost that each Water
Management Organization hiring their own full time staff people Go do this t:'3
type of te.chnical work. This project will produce many work fluctuations,
our staff will be working with all three Water Management Organizations
according to their particular level of activity, thereby creating a very
cost efficient labor force.

The cost of this staff will be relatively nominal to each Water Manage-
ment Organization, hence even less when again divided among each city or
to~ship's tax base. Each Water Management Organization is looking at an
approxLmate cost of $16,003 - $19,003 annually, then again apportion that
among the ci~ies and/or to~ships within the Water Management Organization
and the cost becomes very nominal. Here is a brief exmmple:
