Kordiak, Chairman Jay McLinden <br />Patrick McFarland Tim Yantos <br />To~ Gamec Coleen Brady <br />Steve Halsey Terry Miller <br />Dan Erhart (alternate for Natalie Haas) <br /> Dale Winch <br /> Cherie Olson <br /> <br />CALL TO ORDER <br />Chairman Kordiak called the meeting to order at 8:45 a m <br /> <br />APPROVAL OF MINUTES <br />Secretary McFarland distributed the minutes of the last Landfill Board meeting <br />of July 25, 1983. After s~me discussion Tom Gamec moved TOAPPROVE THE MINUTES <br />OF JULY 25, 1983. Mr. Erhart_seconded the motion. Mr. McFarland, Mr. Gamec, <br />Mr. Halsey, Mr. ErP~rt, and Chairman Kordiak all voted "yes". Motion was carried. <br /> <br />AWARDING OF CONSTRUCTION AND EQUIPMENT ACQUISTION OF BIDS <br />Mr. Tim Yantos, Assistant Administrator and Methane Project Manager, presented the <br />Landfill Board with background information and staff recommendations concerning <br />the awarding of construction bid~ and equipment acquistion, pipeline design, and <br />equipment configuration. Mr. Yantos further presented correspondence fr~nBarr <br />Engineering Company relating to their recommendation for the pipeline design. <br />These documents are enclosed as attachment ~A"~an~ fB~3res~fully. <br /> <br />8ixteenRFPs were mailed for the pipeline construction fr~m-which the Board <br />received three bids. Specifications called for bids relating to construction <br />for a three (3) inch, a four-(4) inch, and a six (6) inch pipeline. Minnesota <br />L~m~ted was low bid on all three configurations. <br /> <br />For the acquistion of the generating equipment, six RFPs were sent out and three <br />bids were received. Low bid in all equil~ment configurations was Perennial Energy, <br />Inc. <br /> <br />There was discussion. <br /> <br />Mr. McFarlandmoved THE STAFF RECOMMENDATION'THATTHEPIPELINECONSTRUCTIONBE <br />AWARDED TOMINNESOTA LIMITED ANDTHE SIX INCH PIPELINE ANDTHE DESIGN ALTERNATIVES <br /> <br />AS RECOMMENDED BY BARR ENGINEERING BE APPROVED ~ FURTHER THAT THE GENERATOR EQUIP- <br />MENT AC~UISTION BE AWARED TO PERENNIAL ENERGY, INC. AND THAT THE BOARD PURCHASE <br /> <br />TWO 105 KW GENERATORS AND APPROPRIATE HARDWARE SUBJECT TO: <br /> <br /> 1. CONCURRANCE 'BY WALTEK, INC., WASTE MANAGEMENT OF M/NNESOTA, INC. <br /> <br /> CITIES OF ANOKA AND RAMSEY, AND ANOKA COUNTY. <br /> <br />2. STAFF SECURING THE ADDITIONAL NEEDED FUNDS FROM THE PARTIES. <br /> <br /> <br />
