I I I I I I I I I I I I I I I I I ABOUT THIS REPORT This report contains proposed recommendations for dealing with the adverse impacts of new solid waste landfills and resource recovery facili- -ties in the Twin Cities Metropolitan Area. The basic approach of these recommendations is two-fold .... first, miti- gating or reducing the negative effects of such facilities as much as possible; and second, providing compensation to affected communities for .impacts that cannot be eliminated entirely. The 1980 state Waste Manage- ment Act calls for the Metropolitan Council to prepare compensation and mitigation recommendations, and to submit them to the state Legislative Commission on Waste Management. The recommendations will serve as a guide in preparing legislation to implement compensation and mitigation measures, This document is:the second of two reports on the subject. The' first was a background report published by the Council in 1982 (publication no. 12- 82-072). It explored alternative way. s of mitigating 'the adverse effects of solid waste facilities and compensating communities that host such facilities, This report, on the other hand, recommends specific compensa- tion and mitigation measures. The report is divided into four sections. The first is an introduction that provides background information on the subject. The second contains 13 recommendations--some proposing new legislation to implement compensa- tion and mitigation measures, others identifying which parties are responsible for paying certain costs or performing certain tasks. The third section discusses the recommended compensation and mitigation mea- sures in more detail. The fourth section contains definitions of many of the words used in this report. The report also contains three appendixes. Appendix A contains informa- tion about compensation funds in other states; Appendix B contains studies of the effects of undesirable public facilities upon property values; and~Appendix C is a listing of the amount of property taxes for landfill sites currently in the inventory,
