I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />ABOUT THIS REPORT <br /> <br />This report contains proposed recommendations for dealing with the <br />adverse impacts of new solid waste landfills and resource recovery facili- <br />-ties in the Twin Cities Metropolitan Area. <br /> <br />The basic approach of these recommendations is two-fold .... first, miti- <br />gating or reducing the negative effects of such facilities as much as <br />possible; and second, providing compensation to affected communities for <br />.impacts that cannot be eliminated entirely. The 1980 state Waste Manage- <br />ment Act calls for the Metropolitan Council to prepare compensation and <br />mitigation recommendations, and to submit them to the state Legislative <br />Commission on Waste Management. The recommendations will serve as a <br />guide in preparing legislation to implement compensation and mitigation <br />measures, <br /> <br />This document is:the second of two reports on the subject. The' first was <br />a background report published by the Council in 1982 (publication no. 12- <br />82-072). It explored alternative way. s of mitigating 'the adverse effects <br />of solid waste facilities and compensating communities that host such <br />facilities, This report, on the other hand, recommends specific compensa- <br />tion and mitigation measures. <br /> <br />The report is divided into four sections. The first is an introduction <br />that provides background information on the subject. The second contains <br />13 recommendations--some proposing new legislation to implement compensa- <br />tion and mitigation measures, others identifying which parties are <br />responsible for paying certain costs or performing certain tasks. The <br />third section discusses the recommended compensation and mitigation mea- <br />sures in more detail. The fourth section contains definitions of many of <br />the words used in this report. <br /> <br />The report also contains three appendixes. Appendix A contains informa- <br />tion about compensation funds in other states; Appendix B contains <br />studies of the effects of undesirable public facilities upon property <br />values; and~Appendix C is a listing of the amount of property taxes for <br />landfill sites currently in the inventory, <br /> <br /> <br />
