The discharge, dePosit, injection, dumpingj spilling, leaking <br />oh Pla~ing of any waste onto land or in water so that the waste or any <br />part of it enters the environment. <br /> !, <br /> <br />Disposal ~aci. lity,. A waste facility designed or operated for disposing of <br />waste dn or in the land. <br /> <br />Leachate. Water that has percolated through, or has been in contact with, <br />Solid wastes and Consequently contains waste constituents. <br /> <br />Local governmental unit Any municoipal corporation or governmental <br />~ubd~visio6 '6~er'than ~ metropolitan county located in whole or part in <br />the Metropolitan Area, authorized by law to provide for the processing of <br />solid waste (Minn. Stat., sec. 473.802). <br /> <br />Metropo)itan Urban Service Area. The portion of the Metropolitan Area in <br />Which Urban d~Vel'o~ment 6W 'redevelopment exists or is planned. <br /> <br />Resource recovery facility. A waste facility used primarily to reclaim <br />Waste-foP Sal~'of'~euse~Of materials, substances, energy or other products <br />derived from waste. <br /> <br />Solid waste. Garbage, refuse and other discarded solid materials. 'It <br />Tncludes s~lid waste materials resulting from industrial, commercial and <br />agricultural operations, and from community activities. Solid waste does <br />not include animal waste used as fertilizer; earthen fill, boulders, rock <br />and other materials normally handled in construction operations; solids or <br />dissolved material in domestic sewage or other significant pollutants in <br />water resources~~ Such ~s silt; dissolved or suspended so!idS'i~ industrial <br />wastewater effluents; dissolved materials in irrigation return flows; or <br />other common water pollutants (Minnesota Pollution Control Agency, Solid <br />Waste Regulation No. 1). <br /> <br />Transfer station. An intermediate waste facility in which solid or <br />haZa~ddu§ wa§~ collected from any source is temporarily deposited before <br />it is transported to a final~disposal or recovery facility. <br /> <br />Tre~t_me_nt. Any activity or processing designed to change the physical <br />form or chemical composition of hazardous waste to make it nonhazardous, <br />safer for transport, capable of recovery or storage, or to reduce it in <br />volume. <br /> <br />Waste facility. A facility intended for the processing or disposal of <br />~e, except property used primarily for the manufacture of scrap metal <br />or paper.
