COMMISSION BUSINESS

Case #1: Economic Development Commission's Position Re§ardin§ Public Utilities:

Susan Beale submitted copies of an article regarding estimate property taxes in
metro communities compiled by Citizens League and published in the Minneapolis
Star and Tribune. Mrs. Beale stated that the article proves that Ramsey's
taxes are lower than those of property owners in developed (sewer and water)
areas.

Commissioner Cox stated that such articles are out of perspective and .never tell
the whole story. The communities with the higher'taxes are those'..which are];~
trying..to'.providelall]the services, the public and industry are demanding. We
cannot make decisions according to the figures in the article without knowing
the background of these figures, and to do so would be absolutely erroneous.

Commission and~audience discussed some of the examples sited in the article.
CommisSioner Sentyrz stated that it.recentlY .came to his attention that there
is a SAC charge whether you'have sewer or not,

Commissioner Cox .replied that that.informa'tion was correct and that it affects
development in,Sewer Service Di'str~ct #3 in Ramsey.

Art RaudiO - Inquired if an economic study has been performed regarding sewer
and water in Ramsey

Mr. Schnelle stated that"an 6conom~c study as. not been.prepared and the"
Commission should appoint a member to address the issue of economic impact- '
at the public forum to'be held April 19, 1983 at Ramsey Elementary School.

Jeanne'Schlueter inquired that'if a Commission member addresses economic
impact'at the public forum, does the entire Commission stand behind that
member's comments. -

Mr. Schnelle stated that the entire Commission should be in agreement with
the opinions of the-member-chosen to address the economic aspects.

Chai'rman Greenberg stated that some.of the'commission members are not aware
of the full results of.the'Ad Hoc Committee for public improvements.

Commissioner Fults stated that committee Compiled an assessment ordinance
compiled of the best features of those ordinances from 10~12 other cities.
There have been two workshops for the purpose' of reviewing and correcting
the proposed ordinance and have. not seen the final draft.

Mr.'Raudio inquired as to-what changes were made in;the .ordinance as a result
ofthe workshops. "

Commissioner Fults.replied that one major change was that all/ass~ssments had
to be paid off when property-changes hands.

Jeanne Schlueter inquired if the changes made.to the ordinance justify conducting
another public hearing.

Commissioner Fults replied that he does not see any need for another public

EDC/April 13, ~983
