that he has a letter in his possession from.years ago stating that it was not
economically feasible for Ramsey to have sewer and water. He stated that he
did not find out until this morning that 5 homes he is building are going to
be assessed a SAC charge.

Mr. R~udio stated that there is a'information and credibility gap. At one
time there was an area he wanted to develop, the City requested a moratorium
and he cooperated. He further stated that he has been'accused of taking
advantage of the City and would like to see'some back up to those statements
if there is any. Nobody induced the City to proceed as they have, there was
not a septic tank failure with the City, it was to gain an overall view of
'how the community should be developed.

Commissioner Sentyrz stated that Metro Council informed him that it was
because of private sewer and water problems.

Mr~ Raudio replied that he has letters from Metro Council, stating providing
sewer and water was for the purpose of orderly growth of the community. He
stated that he also submitted a letter to City of Ramsey_siting 112 acres
he.has for development and if devel6ped c~mmercially, it could bring in
$600,000 in tax money to the City. Ramsey needs additional tax base to
relieve pressure on other taxpayers within the communitY.

Mr~ Schnelle stated'that how to deal with Mr. Raudio's property is not the
issue at this .time, the problem to be-deal.t.,with is that the citizens do not
want sewer and water and the purpose Of the public forum is to hear all sides
of the issue and make decisions' from that.

Mr.-'Ra'udio replied that was not'siting his p~operty a~s an issue,': but rather
as an example The City should'be able to.use my property and it!s potential
tax base as a basis for .the economic.impact study.

Commissioner Cox stated that the citizens are not paying attention to good
planning and just demanding that no sewer and water come into Ramsey and
the state operates the same waY.- He further stated that this City has a
chance for economic survival ~n an Organized manner and if we allow anything
into the. City that is~goi.ng to~'tie into sewer and wate~i 'S~e to.~ha~.tb~y_
pay for that service themselves. .

Commissioner Sentyrz stated that in response to those people phoning in with
their complaints,'the~Economic-.DeVelopment Commission's purpose'is to advise
and make recommendati·ons, the Commission does not make decisions.

Jeanne Schlueter suggested that-someone-other than a member of EDC, address
the issue of economic impact'at'the public 'forum on'April 19, 1983.

Mr. Schnelle replied that addressing the issue of .economic .impact would
certainly bela,r~spOnsibility of EDC and it is their decision to either
accept or decline. ~

Jeanne Schlueter inquired if CommissiOn felt comfo'rtable getting involved
with less than a week to prepare.

Commissioner Cox stated thatsomeone on Council is sticking screws to him
everytime he turns around and that he is most certainly comfortable with
getting involved. There are a lo$ of people who are "involved" that are
not paying their fair share. These same people do not hesitate to approach

EDC/April 13, 1983 Page 4 of 6
