Enacted during the 1982 D~cember <br />special session to help balance the budget, ~he 2% pension shift was in effect six <br />months. <br /> <br />UNEMPLOYMENT COMPENSATION <br /> <br /> Changes in the S~a~e's unemployment~6mpensation'laws were enacted to achieve <br />compliance with federal mandates. ~A 10% 'employer's' surcharge based on their <br />contribution paid or owed for unemployment compensation insurance was an acceptable <br />way of fulfilling the federal requirement that states may no longer defer interest <br />on federal loans by adding interest payments to the loan balance. <br /> <br />JOB SHARING <br /> <br /> Legislators recently made permanent an experimental job sharing program which <br />allows two state employees to share one full-time position, while retaining much of <br />the same insurance and vacation benefits accorded full-time employees. <br /> <br />WORKING WITH TOXIC SUBSTANCES <br /> <br /> Employees who axe routinely exposed .to toxic substances must be provided <br />training and complete access to all information regarding the toxic substances. <br /> <br />STATE EMPLOYEE PAY CUTS <br /> <br /> The mandatory 2 percent pay cut for all state workers, intended to help balance <br />the budget, will be lifted 'in~ July 1983. Consequently, state employees will only be <br />experiencing a 1 percent pay cut for the year and can expect that amount to be paid <br />back when they retire. <br /> <br />"BUY MINNESOTA" <br /> <br /> Minnesota workers and businesses, as partOf an effort to improve state economic <br />conditions, will be given preference in the awarding of state contracts. ~f bids <br />are taken, the Minnesota company offering the lowest bid -- provided it is not more <br />than 10 percent higher than the lowest nonresident's bid -- will be awarded the <br />contract.
