Chairman Greenberg requested a definition of 'Enterprise Zone'. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> <br /> ! <br />! <br />I <br />I <br />! <br />I <br />! <br /> <br />Mr. Larsen stated that they are pockets of high unemployment/low job <br />incentive areas that need to be built up to where jobs exist and people <br />want to live there and stimulation is necessary to do so. <br /> <br />Commissioner Cox inquired how Ramsey could 'locally fund property tax <br />reductions' mentioned in the first paragraph on page 4 of the summary. <br /> <br />Mr. Larsen stated that many communities in Minnesota are doing so right <br />now and Mr. Schnelle and the Commission stated that Ramsey has not <br />received any cooperation from the County in this regard. <br /> <br />Mr. Larsen stated for instance that there is no property tax paid on <br />new additions until the revenue bond is paid off and that he would <br />check this with the assessor to make sure. <br /> <br />Chairman Greenberg stated that that has not been the case in Ramsey. <br /> <br />Commissioner Cox stated that this legislation is hogwash, that what the <br />State is giving the small businesses is going to end up costing those <br />businesses more and that they are being fooled. <br /> <br />Commissioner Cox stated that there is too much demoralization between <br />City Council and various Commissions in Ramsey and the efforts of <br />undermining organizations that are standing in the way of proQress in <br />Ramsey. <br /> <br />State Representative Larsen dismissed himself from the meeting at this <br />time and requested that these recent accomplishments in Legislature <br />be given a year or two to fall into place and that sometimes people <br />are too quick to judge. <br /> <br />The discussion turned, to the request before Council at this time <br />regarding Dickenson Lines and it is the consensus of EDC to support <br />this proposed expansion of Dickenson Lines in Ramsey. <br /> <br />Commissioner Cox stated that it is not going to do any good to do a <br />lot of leg work to aid expansion of Dickenson Lines in Ramsey if <br />Council is not going in the same direction. Commissioner Cox stated <br />that he doesn't know the direction of Council, especially Councilmember <br />Schlueter and this whole community has been set back in the past few <br />months by a few confused people. <br /> <br />Motion by Commissioner Cox and seconded by Commissioner Guy to issue <br />a letter to Dickenson Lines stating EDC's support of their proposed <br />expansion in Ramsey. <br /> <br />Further Discussion: Commissioner Schneider stated that there should <br />be a letter of intent from~City Council to Dickenson Lines, also. <br />Commissioner Cox referred to the joint meeting held Monday, June 6, 1983 <br />between Council and Ramsey Commissions and stated that the Mayor says <br />one thing at one meeting and something else at another meeting and <br />EDC Chairman should request the Mayor to get his act together. Chairman <br />Greenberg replied that it is EDC's position to get to the issue directly <br />and that issue right now is Dickenson Lines.
