SARA Title III Section 302 facilities, their emergency coordinators and methods <br />and procedures to be followed in the case of any release of such substances are <br />listed in the Resource Manual. These listings also include pre -identified primary <br />and secondary evacuation routes for the "population at risk", other facilities <br />contributing to additional risk due to their proximity to the 302 facilities such <br />as natural gas facilities and other facilities subject to additional risk due to their <br />proximity to the 302 facilities such as hospitals, and so forth. <br />3. The City of Ramsey EMD, with assistance from the Operations and Logistics <br />Sections will be responsible for recommending evacuation and/or sheltering in <br />place. <br />4. The Emergency Management Director will be responsible for preparing <br />instructions for people who must evacuate from a high-risk area. This is to <br />include identification of centrally located staging areas and pick up points for <br />evacuees without private automobiles or other means of evacuation. <br />5. Ramsey Police and Ramsey Fire Department personnel will have primary <br />responsibility for ensuring that the affected City residents and facilities are <br />notified of the need to evacuate. <br />6. School District #11/Private Bussing Companies and Local Ambulance <br />Services will have primary responsibility for assisting handicapped, elderly, <br />mobility -impaired, and other individuals unable to evacuate themselves with <br />transportation. <br />7. The Ramsey Police Department will be responsible for establishing and staffing <br />any traffic control points that may be necessary. <br />8. The Ramsey Police Department will be responsible for maintaining access <br />control and security for the evacuated areas. <br />9. The Ramsey Police/Public Works Departments will be responsible for <br />overseeing the removal of stalled vehicles, obstructions, or any other roadway <br />impediments so that the evacuation routes can remain open. <br />10. In consultation with local and/or state hazardous material specialists, the <br />Emergency Management Director will be responsible for determining when <br />evacuees can safely return to their residence. <br />46 <br />
