The
outcome of that session was that both cities are interested in pursuing some
type of incubator project beginning with the Kovar building. A decision was
made to bring all information to light for both city councils and another joint
meeting will be conducted to discuss concerns.

Discussion ensued regarding the many financial aspects that have to be reviewed
in an incubator project.

Information On Mississippi River Brid~e Study:

Bob Brown from the Minnesota Department of Transportation was present regarding
the final report of the North Metro Traffic Task Force which reviewed possible
Mississippi River crossings from Highway 101 to Interstate 694. The highest
ranked bridge crossing turned out to be at County Road #14 to Round Lake Blvd.;
the second highest was County Road #103 to 7th Avenue; and the third ranked was
at Thurston Avenue. Ferry Street bridge would be for improvements as the deck
is very safety deficient; the bridge would not end up much wider but there
would be two lanes in each direction with turn lanes at the intersections.

Mr. Greenberg noted that Ramsey's problem is where Hwy. #47 comes into Ramsey.
Morning traffic is congested for 3-4 miles. Hwy. 47 will have to be relieved
by a crossing at Thurston and that in turn will create a problem on Hwy. 10
June 5, 1986
