Voting Yes: Acting Mayor LeTourneau, Councilmembers Kuzma, Johns, <br />Backous, Riley, and Tossey. Voting No: None. Absent: Mayor Strommen. <br />The City Council Work Session recessed at 6:53 p.m. <br />Acting Mayor LeTourneau reconvened the City Council Work Session at 8:25 p.m. <br />2.02: Status Report Regarding Highway 10 Legislation <br />City Administrator Ulrich stated Mayor Strommen is testifying before the Legislature and unable <br />to attend tonight in person but has expressed opinion in how to approach Highway 10 <br />Legislation. He advised that a bonding bill needs to be introduced by March 20, 2015, so time is <br />short to discuss the type of legislation, corridor partnerships, and partnerships with Anoka <br />County. <br />Mayor Strommen joined the meeting via teleconferencing at 8:29 p.m. <br />Elwyn Tinklenberg, The Tinklenberg Group, stated he had the opportunity to talk to County <br />Commissioners Gamache and Schulte about what Anoka County is proposing to do. He <br />explained there was uncertainty whether there would be a large bonding bill introduced by <br />Anoka County or smaller bonding bills. Today, Anoka County made a decision on how it would <br />proceed. He stated the County Board adopted a resolution authorizing the County to sell bonds <br />to support a Highway 10 improvement project and seek legislation to support that bonding <br />initiative. The resolution does not state how much or the specific projects or term. Mr. <br />Tinklenberg advised that this resolution is conditional on Mn/DOT paying back all costs related <br />to the bonding. He described the revolving loan fund that the Legislature occasionally funds for <br />cities that cannot afford its share of a State highway project. He explained that Anoka County is <br />proposing the opposite, to bring money to Mn/DOT who would then pay it back from that fund. <br />That is the purpose of the legislation. <br />Mr. Tinklenberg stated Anoka County is talking to its legislators and there was interest in <br />carrying smaller pieces of funding for Highway 10 projects, but not the entire $123 million bond. <br />The $17 million is for design and engineering for all projects. The $56 million proposal would <br />provide that $17 million for design and engineering and construction dollars for the area between <br />Thurston and Fairoak Avenues in Anoka.
