AMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A goal setting/strategic planning session was held on Thursday, September 25,
1986 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey,
Minnesota.

Present:

Don Greenberg, EDC Chairman
Glen Hardin, Company President
Steve DeLuca
Darryl Fults
Jack Ippel
Tom Kurak
Bob Muller
Ken Wagner
John Vinton, Government Training Service
Anne Norris

CALL TO ORDER

Glen Hardin called the session to order at 4:45 p.m.

John Vinton, Government Training Services, explained the process he wanted to
use. He stated that he felt one of the questions to be answered was
clarification of the role of the Company versus that of the Commission.

Commissioner Ippel stated that he felt that the group needed to differentiate
between the roles and activities of the Company and Commission.

Mr. Vintou stated that the group should come up with an inclusive question that
would incorporate the goals of each organization.

The group determined the question to be "What activities must be undertaken by
the Economic Development Commission and/or Economic Development Company to
stimulate economic development?" Participants came up with a list (see
attached Exhibit A) of activities and ranked the top five activities for the
Company and Commission. The results of the ranking are as follows.

ECONOMIC DEVELOPMENT COHPAFf

Advise prospective businesses (Item#l)
- provide good environment for development
- complete inventory of commercial and industrial property
- function as resource center
- knowledgeable expert in financing programs
- assist developers' in understanding City's development requirements
