Discussion ensued regarding the need to get Ramsey business owners and
residents involved in the star city program activities. The possibility
of soliciting more citizen involvement through a business fair exposition
was discussed. It was determined tl~at a business fair expo amd business
appreciation day should be two separate events.

Consensus was to place the discussion of a business fair expo on the next
Economic Development Commision agenda and that the chairperson from the Elk
River Business Fair Expo be invited to that meeting.

Update On Sewer And Water To Industrial Area:

Mr. Hardin stated that the sewer and water subcommittee met with Ms. Norris
and Mr. Hartley and prepared a proposal to be submitted to the Economic
Development Commission that will hopefully address the concerns of those
property owners that feel they cannot afford the assessments. Tax
increment would pay for 50% of the project up front. Property owners
paying the assessment in full or going on the tax rolls right away would
receive a 50% discount to their assessment. Those property owners going on
the tax rolls within the first 5 years of the project period would receive
a 35% discount to their assessment. Deferments would be granted for up to
ten years and those choosing to do so would still get a 10 year period in
which to pay off the assessment.

Mr. Greenberg stated that there are 3-4 business/property owners that
firmly feel they can neither afford the assessment now nor in ten years;
the only solution for them is deferment until sale of the property.

Consensus was to place discussion of sewer and water assessments on the
next Economic Development Commission agenda.

ADJOURNMENT

Motion by Mr. Wagner and seconded by Mr. Alsdurf to adjourn the regular
meeting of the Ramsey Economic Development Company.

Motion carried. Voting Yes: Mr. Hardin, Mr. Fults, Mr. Wagner, Mr.
Alsdurf, Mr. Kurak and Mr. Greenberg. Voting No: None. Absent: Mr.
DeLuca, Mr. Vevea, Mr. Miller and Mr. Muller.

The meeting adjourned at 9:15 a.m.

Respectfully submitted,

Sylvia Frolik
Secretary

Anne Norris
Community Development Director

Economic Development Company/November 6, 1986
