Mr. Raatikka stated that in checking references he got better responses
regarding Barton than Hoisington but all indicated that Hoisington was
capable of doing the job. Hoisington may not be as timely because of the
smaller staff.

Mr. DeLuca noted that all members of the Barton-Aschman team seemed to be
more balanced; Mr. Fred Hoisington was the only member of his team that
contributed to the presentation.

Mr. Hardin noted that Barton-Aschman's approach would be a five-step
program that also included a market strategy and implementation plan.

Mr. Greenberg stated that he was more in favor of Hoisington because they
said they would show the city how to put the study results to practical
use.

A show of hands resulted in 3 votes for Hoisington and 6 for Barton-
Aschman.

Motion by Mr. Ippel and seconded by Mr. Fults to recommend that City
Council retain the firm of Barton-Aschman to perform the Hwy. #10 Corridor
Study.

Motion carried. Voting Yes: Mr. Hardin, Mr. Raudio, Mr. Fults, Mr. Ippel,
Mr. Miller, Mr. DeLuca and Mr. Greenberg. Voting No: None.

The Committee consensus was that Ms. Norris forward their recommendation to
City Council on their March 24 agenda along with the following comments:

1. Staff should be directed to redefine in final form the project
scope.

2. Council should authorize the study being paid for with CDBG funds
with a not-to-exceed figure of $25,000.

Motion by Mr. Greenberg and seconded by Mr. Miller to adjourn the meeting.

Motion carried. Voting Yes: Mr. Hardin, Mr. Raudio, Mr. Fults, Mr. Ippe~ 1,
Mr. Miller, Mr. DeLuca and Mr. Greenberg. Voting No: None.

The meeting adjourned at 5:25 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

unity Deve}opment Director
