.

.

.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners Ippel,
Wagner, Fults, Hardin and Gorecki. Voting No: None. Absent:
Commissioners Kurak, Vevea and Muller.

Ms. Norris noted that City Ordinance states that members of the Economic
Development Commission need not be residents of Ramsey but should have an
interest in the economic development of Ramsey and surrounding area.

Case #7: Discussion Reiardin~ Impact Fees:

Commissioner Ippel noted that Commercial Asphalt's request for a
conditional use permit to establish a commercial asphalt plant was on the
January 12 Council agenda. One comment from the audience inquired as to
the benefit to Ramsey in granting the conditional use permit. The answer
was that the operation is temporary and therefore pays no property tax; the
city would be paying a discounted price for asphalt because of the close
proximity of the plant to Ramsey's street projects; that 20 acre parcel has
been deleted from consideration for development until at least 1995; no new
jobs will be created at the plant. It was noted that some cities have
established impact fees for these types of situations.

The Commission directed Ms. Norris to research which cities charge impact
fees and place this discussion on the next regular meeting agenda.

ADJOURNMENT

Motion by Commissioner Fults and seconded by Commissioner Wagner to adjourn
the regular Economic Development Commission meeting.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners Wagner,
Fults, Hardin, Ippel and Gorecki. Voting No: None. Absent:
Commissioners Kurak, Vevea and Muller.

The meeting adjourned at 9:12 a.m.

Respectfully submitted,

c:-~~

Sylvia Frolik
Secretary

i", r~
A~;:u:io~is ..

Community Development Director

Economic Development Commission/January 13, 1988
