Atlas will be burning infectious hospital waste
and that ash will be disposed of according to Minnesota guidelines.
Presently, hospital waste is being 1andfilled; in the next couple of years
all hospitals will have to test their ash for toxicity. Atlas has
extremely good burn down with no indications of any problems whatsoever.
The question of ash has only come about in the last two years. Atlas will
share information, data and knowledge with Minnesota and is willing to
participate in investigation research. Atlas wants to help determine what
is in the best interest of the State, communities and businesses.

Val Carver - It is not known where Minnesota will direct that the ash be
deposited but they are leaning towards not in landfills and they have
deleted the Ramsey landfill.

A lengthy discussion ensued regarding the disposal of ash.

Chairman Greenberg inquired as to what Atlas is expecting from the
Commissions this evening.

Mr. Labat replied that at this time, Atlas is just submitting applications
for the conditional use permit for the incinerator facility and for tax
increment financing for the entire project. Mr. Labat noted that the
phasing on the project is that the first building to be constructed will be
the manufacturing facility. However, prior to construction on that
facility, Atlas would like approval of a conditional use permit for the
research facility.

Chairman Greenberg inquired as to Atlas' timetable for action on the
applications.

Mr. Labat replied that time is of the essence and that he is hoping the
Planning Commission will hold a public hearing on the conditional use
permit request in June and Council approval subsequent to that. The
request for tax increment financing is hoped to be considered by the
Planning and Economic Development Commissions concurrently. Mr. Labat noted
that Atlas is planning to conduct an informational meeting open to the
public prior to the public hearing. Atlas will be sending out information
on the proposed facility to all Ramsey households.

ADJOURNMENT

Consensus was to adjourn at 10:50 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

Anne Norris
Community Development Director

Planning & Zoning/Economic Development Commissions/April 27, 1988

hp3~3
