.

.

.

Commissioner Ippel referred to an article in last weeks' Anoka Union
regarding Ramsey City Council wanting a one year moratorium to set criteria
for siting landfills. Commissioner Ippel stated that the City has always
opposed the landfill and to sellout to vertical expansion for a ski hill
is not smart.

CGiMISSION BUSINESS

Case #1: Request For City Participation (Tax Increment Financing) In
Prqposed Project: Case Of Atlas Incinerators. Inc.:

Robert Labat, President of Atlas Incinerators, was present and stated that
the firm is proposing to relocate it's corporate office, factory and
research and development facility in Ramsey. The corporate office will
consist of 9600 square feet; the factory will be 26,000-30,000 square feet;
28,000 square feet is proposed for the research and service facility. A
small portion of the research facility (7% of the entire complex) includes
contract burn which is used to help generate revenue for the entire complex
and serve as a working display to show prospective customers. Atlas is
proposing to develop the facility on a 16.76 acre p:lrcel at Cty. Rd. #116
and Sunfish Lake Blvd; the firm has an option on another 7 acre parcel
which can be used to accommodate future expansion or to encourage
compl imentary manufacturers to locate nearby.

Mr. Labat explained that current company sales are at 3 million and that is
expected to increase to 25 million in 1992. The comp:iny currently employs
39 and that is expected to increase to 125 in 1992. If the company goes to
24 hour a day operation, employment will increase to 150-160 in 1992.

Mr. Labat stated that Atlas stock could go public, but placement of the
stock would be in private institutions; current owners of the company
intend to keep control of the comp:iny at all times.

Mr. Labat stated that the projected costs for the new facility are 3.1 to
3.5 million; Atlas would like to keep their budget at 3.1 million; the more
creative financing that can be found, the larger the facility can be built
from the start. This COmmission's recommendation to City Council regarding
the amount of tax increment participation will affect the size of this
project.

Commissioner Fults inquired if any consideration had been given to using
the methane gas available in the area.

Mr. Labat stated that if Atlas is committed to being in Ramsey, the comp:lny
will consider every avenue to maximize on local resources.

Commissioner Fults inquired if there is a chance that a manufacturer of raw
materials needed by Atlas would relocate to Ramsey.

Mr. Labat replied that Atlas' major raw materials are steel, refractory and
electrical items; it is doubtful that a steel or refractory manufacturer
would relocate to Ramsey; it is possible that manufacturers of electronic
components would locate in Ramsey.
Economic Development Commission/May 10, 1988
