.

asked questions at the June 7 public hearing in order to get some
clarification out to other people in attendance that were confusing Atlas'
burn facility with that of a burn facility for municipal waste. Ms. Norris
distributed copies of the draft conditional use permit. Conunissioner Fults
stated that the fact that the incinerators are for demonstration and
research purposes leads Atlas to police themselves as far as what they will
accept for burning. Chairman Greenberg stated that Atlas' facility will
enhance further industrial develop:nent in Ramsey. Commissioner Ippel noted
the permit should specify the number of incinerators and maximum tonnage
allowed to be burned. Ms. Norris noted that language will be added to the
conditional use permit indicating that the permit is only valid after Atlas
has been approved by PeA and has completed the envirornnental process.

Commissioners Ippel and Vevea amended the motion to include a
recommendation that the conditional use permit specify the number of
operating incinerators and the maximum tonnage for incineration.

Further Discussion: Ms. Norris noted that a conditional use permit is
continuous in duration with an annual review unless there is an expi ration
date or renewal process date s};ecified. Commissioner Fults stated that as
long as the terms of the permit are met, it should be continuous in
duration.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners Vevea,
Fults, Muller and Ippel. Voting No: None. Abstain: Commissioner Hardin.
Absent: Commissioners Wagner, Kurak and Gorecki.

Cqse#6 : ~~OIQOOtt1i~ }~epo~ts:

. A. ~islati ve Subcommittee -

Chairman Greenberg stated he has received information from Representative
Ernie Larsen regarding things accompl~shed in the last legislative session.
The tax reform adopted will prevent an increase in commerCial/industrial
pro};erty taxes in Ramsey in 1989.

B. Economic and Finance Subcommittee -

No report at this time.

C. Publicity SUbcommittee -

No report at this time.

Commissioner Ippel noted that the T.V./VCR unit purchased upon
Councilnanber DeLuca I s recommendation has proven to be not very portable
and plans should be made to acquire a more portable unit.

Ms. Norris noted that videos of Ramsey are available for check-out at
Ramsey City Hall and the Rum River Branch of the Anoka County Library.

Commissioner Ippel noted that extra copies of the initial Economic
Developnent Company ne.wsletter are available at Ms. Norris' office.

.
