Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #04-02-058 <br /> <br />A RESOLUTION GRANTING PRELIMINARY PLAT APPROVAL FOR RAMSEY <br />TOWN CENTER 2''a ADDITION. <br /> <br /> WHEREAS, Ramsey Town Center LLC., hereinafter referred to as "Applicant", has <br />properly applied for preliminary plat approval of Ramsey Town Center 2nd Addition on the <br />following described property located in the City of Ramsey: <br /> <br />Outlot BB, Ramsey Town Center Addition, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br /> WHEREAS, on December 23, 2003, the City of Ramsey received an application for the <br />preliminary plat for Ramsey Town Center 2nd Addition from Ramsey Town Center, LLC; and <br /> <br /> WHEREAS, on February 5, 2004, the Planning Commission held a public hearing and <br />reviewed the preliminary plat and recommended approval of the preliminary plat subject to <br />certain conditions; and <br /> <br /> WHEREAS, the City of Ramsey approved the Master Plan for the Ramsey Town Center, <br />a mixed-use, transit orientated, pedestrian friendly development on <br /> <br /> WHEREAS, it is the intent of the City of Ramsey to promote the success of the Ramsey <br />Town Center by allowing for special considerations in regards to the development of the Ramsey <br />Town Center; and <br /> <br /> WHEREAS, the City of Ramsey, in order to allow for special consideration to be given <br />to the Ramsey Town Center, adopted the Ramsey Town Center Zoning District on September <br />23, 2003 that specifically described minimum standards for development within the Ramsey <br />Town Center including but not limited to permitted land uses, setbacks, building standards, and <br />sign regulations; and <br /> <br /> WHEREAS, the City of Ramsey determined that the regulation of certain standards <br />within the Ramsey Town Center would be based on precise design and density considerations <br />and could not specifically be described or enumerated in the Town Center Zoning District; and <br /> <br /> WHEREAS, one of the standards not enumerated in the Town Center Zoning District <br />was the length of driveways serving residential units; and <br /> <br /> WHEREAS, based on design and density considerations embodied in the Ramsey Town <br />Center Master Plan, the Council will allow for the length of driveways as shown on Sheet 7A of <br />the Preliminary Plat submittal dated December 23, 2003, Revised January 16, 2004. <br /> <br /> <br />
