phone service to the cities of Andover, Ham Lake, and Blaine in the north metro. Staff has
contacted each of these cities with regard to the services provided by US Link and has received
favorable reports from each of the cities contacted. Assistant City Administrator Nelson
explained in addition to the expected increased service levels, US Link's agreement provides for
a monthly savings of the approximately $600 over what the City is currently paying to the other
three vendors. In addition, the billing process would be simplified by having all local and long
distance billing through one service provider versus three. US Link also provides additional
detail on their billing statements which makes the reconciliation of those statements less time
consuming for staff. Assistant City Administrator Nelson stated staff is recommending
authorization to enter into an agreement with US Link for local and long distance phone service
for City of Ramsey facilities.

Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to recommend
that the City Council approve the resolution authorizing staff to enter into an agreement with US
Link for local and long distance phone service for City of Ramey Facilities.

Chairperson Elvig inquired about computer service in relation to this change.

Assistant City Administrator Nelson replied the TI line is currently paid through Qwest. This
change in service would change that line over to US Link.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Zimmerman and Strommen.
Voting No: None.

Case#2: Approve Renewal for Property/Casualty and Workers Compensation
Insurance

Assistant City Administrator Nelson explained Mark Lenz of T.C. Field, the City's agent of
record for property/casualty and workers compensation insurance, presented information
regarding renewal during the Council work session of February 10, 2004. Additional rates for
alternative deductible structures were received from T.C. Field and reviewed by Council during
that work session. Council directed that staff research decreasing the deductible structure to
reduce premiums.

Assistant City Administrator explained the City's typical claim is less than $1,000. When
discussing decreasing the deductible to $1,000, the City will still end up paying the claims that
are under $1,000. She noted the Finance Committee has also been supplied with the details of
the Insurance Fund revenue and expenses for the past ten years.

Chairperson Elvig indicated he does not see any reason to make a change in the deductible
amount, as it would actually put the City a little bit more at risk.

Motion by Chairperson Elvig, seconded by Councilmember Zimmerman, to recommend that the
City Council approve the resolution authorizing staff to renew the property/casualty and workers
compensation insurance with no change in the current deductible structure.

Finance Committee/February 24, 2004
