Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />County Legislation for Plat Review <br />Assistant Public Works Director Olson stated the county is lobbying for legislation that would <br />give them final plat review for any project adjacent to or affecting a county road. Currently <br />Dakota County is the only county that can do that, this legislation would grant this power to the <br />rest of the counties statewide. <br /> <br />Councilmember Zimmerman stated the intent of this legislation is .concerning roads and public <br />safety. <br /> <br />City Administrator Norman replied as he reads the bill the county wants full plat approval <br />authority. He indicated he agrees the intent of this legislation is for public safety; however, it <br />opens things up to the county not agreeing with a City project. <br /> <br />Councilmember Strommen suggested the City's policy include language that states the City is <br />supportive of the public safety provision, but opposes full plat approval authority for the county. <br /> <br />Councilmember Pearson stated he likes keeping local issues at the local level, and the City is iust <br />as concerned about safety as the county would be. <br /> <br />Motion by Councilmember Elvig, seconded' by Councilmember Cook, to adopt the City- of <br />Ramsey Policy Position for 2004 Legislative Session concerning the Eminent Domain Process, <br />which will be phrased to state the City is supportive of the public safety provision, but opposes <br />full plat approval authority for the county. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #14: <br /> <br />Consider Approval of the Metropolitan Council Predevelopment Grant <br />Program (Consent Agenda Item #7) <br /> <br />Councilmember Strommen noted the development guidelines state that master planning is not <br />eligible for the grant funding and she is curious how that was reconciled by the Met Council. <br />Her second question is how this study fits into the City's strategic planning. <br /> <br />Assistant Community Development Director Trudgeon explained he is not sure how this fits into <br />the big picture, but it is a step that will help them find those answers to the big picture. <br />Specifically this will be done to take care of the obligation from the 2001 Comprehensive Plan in <br />the rural reserve, area.
