PUBLIC HEARING <br /> <br />PROPOSED H-1 HIGHWAY 10 BUSINESS DISTRICT ORDINANCE <br />CASE OF CITY OF RAMSEY <br /> By: Megan Wald, Associate Planner <br /> <br />4*¢ <br /> <br />Background: <br /> <br />The Planning Commission and City Council held a joint work session on March 16, 2004. <br />During the meeting the Commission and Council received information on the status of the <br />official mapping process and discussed how to draft the H-1 Highway #10 Business District. <br />Ordinance in a manner that reflects appropriate development within the corridor until such time <br />that the properties are needed to construct the highway improvements. <br /> <br />Enclosed for your review are the following items <br /> a) Map of properties to be official mapped and zoned H-1 <br /> b) H-1 Highway 10 Ordinance <br /> c) Official Map Ordinance <br /> <br />Notification: <br /> <br />In accordance with State Statutes, owners of property within 350 feet of the subject property <br />were notified of the public hearing regarding the proposed ordinance. <br /> <br />Observations: <br /> <br />From the joint meeting on March 16th, Staff was directed to complete the following: <br /> <br />· Review the permitted uses established in the B-2 district and provide recommendation on <br /> those uses that may not be appropriate in the H-1 District. <br />· Review the building square footage allowed in the B-2 district and provide a <br /> recommendation as to an appropriate square footage reduction. <br /> <br />Below is a summary of the ordinance that Staff has drafted with reference to the sections <br />contained in the ordinance: <br /> <br />Intent: Confirms that the properties are in a state of transition and therefore the City is looking at <br />providing standards to guide appropriate development until such time that the corridor is <br />improved to freeway standards. <br /> <br />Official Map: States that the City is officially mapping this corridor and references that the City <br />has adopted an Official Map ordinance in accordance with State Statutes. <br /> <br />Non-Conforming Structures: States that the existing uses and structures will be considered legal <br />non-conforming and will be subject to Section 9.03.14 of City Code, Non-Conforming Structure <br />and Uses. <br /> <br />Permitted Uses: Staff removed the following uses based on the fact that the vehicular trip <br />generation is higher .and the use typically related to the construction of a structure that is <br />significant is size: <br /> <br /> <br />
