CASE # <br /> <br />REQUEST FOR SITE PLAN APPROVAL TO CONSTRUCT AaN ADDITION TO <br />SUPERBOWL; CASE OF MIKE ANDERSON <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Mike Anderson, owner of Superbowt, has applied for site plan approval to construct an addition <br />to the Superbowl facility and expand the off-street parking area. The following items-are <br />enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site location map <br />Proposed Site Plan (1 sheet)- <br />Grading, Drainage & Erosion Control Plan and Details (3 sheets) <br />Preliminary building elevations (2 sheets) <br />Landscape Plan (1 sheet) <br />City Staff Review Letter dated March 25, 2004 <br /> <br />Notification: <br /> <br />Site Plans are not subject to public hearings. However, the property is located in the Critical and <br />Wild and Scenic River Overlay District and a variance to impervious surface restriction is <br />required in conjunction with the proposed expansion. The neighbors were notified of the public <br />hearing pertaining to the variance request and are therefore aware Of the expansion plan. <br /> <br />Observations: <br /> <br />The site is approximately 3.5 acres in size. The current building is 26,085 square feet; the <br />proposed addition is 8,632 square feet; this totals 34,718 square feet. Building coverage in the <br />B-2 Highway Business zone is restricted to 35%. The existing building and the expansion result <br />in a building coverage of'22.9%. The existing building and its expansion area meet all setbacks <br />for the B-2 Business district. <br /> <br />The property is also located in the Critical and Wild and Scenic River Overlay District for which <br />there is a 30% impervious (rooftop and pavement) surface restriction. The current impervious <br />surface calculation is 78% and with the proposed additions, the impervious surface calculation <br />increases to 86%. A variance to the impervious surface restriction is being processed. Presently, <br />all stormwater runoff from the site flows to catch basins in Ebony and Dolomite Streets and then <br />directly to the river. City Staff will be recommending approval of the variance because the <br />proposed Grading and Erosion Control Plan proposes to install a catch basin and stormsewer <br />system to collect runoff in a detention pond in the northwest comer of the site. This plan brings <br />a site which does not have any stormwater sedimentation control, to being 98% effective in <br />meeting National Urban Runoff Program standards for total suspended solids removal. <br /> <br />City Code requires a minimum of 153 parking spaces; the site plan proposes to provide 221 <br />spaces. All existing and new pavement will be finished with B6/12 concrete curbing. All <br />parking areas will meet the 20 foot setback from public road right-of-way. Current code requires <br />a 35 foot separation between commercial parking lots and residential properties. The adjacent <br />lot the southeast is zoned R-1 Residential. At the time the lot was platted (by the owner of <br />Superbowl), the only screening requirement was that the developer erect a 6 foot high wood <br />privacy fence on the common property line between Superbowl and the residential lot.
